CAMRIS seeks Monitoring and Evaluation (M&E) Short Term Technical Assistance (STTA) for the anticipated Analytical Services for USAID/Ukraine, USAID/Belarus, and USAID/Moldova contract. The purpose of this contract is to provide analytical services, including assessments, performance and impact evaluations, and monitoring and evaluation (M&E) of USAID activities in Ukraine, Moldova, and Belarus.

  • Provide input related to the design and/or implementation of monitoring activities.
  • Conduct performance and impact evaluations of Mission activities, projects, and development objectives in accordance with USAID Evaluation Policy.
  • Conduct objective assessments and surveys of sectors, fields, public opinion, and programming approaches to inform the Mission's preparation of Country Development Cooperation Strategies (CDCSs) and other strategy and planning documents.
  • Provide monitoring services of Mission activities, independent data verification for quality and accuracy, and input on Mission Performance Management Plans, as well as individual project Monitoring and Evaluation Plans (where required).
  • Provide applied experience in supporting learning processes, especially on generating empirical data and its use in informed decision-making. This also will include providing support in applying knowledge of field tested M&E toolkits for relevant sector;
  • Design and implement assessments, studies, or surveys in sectors or areas outside of a CDCS or another strategic document.
  • Build local Conduct a Data Quality Assessment (DQA) inventory, using USAID data quality audit protocols and tools, and update DQA Checklists. Update Performance Indicators Reference Sheets (PIRS) for PMP and M&E Plans.
  • Ensure quality control and timely delivery of monitoring services and products.
  • Build capacity of USAID staff and implementing partners and promote the best practices.

  • Bachelor's degree is required (advance degree is preferred) in a relevant field, such as international relations, political science, international development, sociology, economics, or health.

  • Proven experience in monitoring and/or evaluating international development projects.

  • Demonstrated expertise with various evaluation methodologies, including sampling procedures, survey methodologies, and qualitative data collection methods.

  • Significant experience developing indicators, collecting data and providing quantitative/statistical analysis, data quality assessments, and/or performance monitoring and reporting.

  • Strong knowledge of USAID rules and regulations related to M&E highly preferred.

  • Fluency in English is required, professional working knowledge of Ukrainian and Russian highly preferred.

  • Experience working in Ukraine and Eastern Europe highly preferred.

  • Proficiency in Microsoft Word, Excel, and PowerPoint is required.
