Background

The Governance and Participation Team carries one of the largest project portfolio in the UNDP Vietnam Country Office, focused on the three broad areas of public administration reform, rule of law/access to justice, peace and security with cross cutting areas of human rights, youth and women empowerment as well as anti-corruption.

Under the guidance and direct supervision of the Assistant Country Director/Head of Governance and Participation Team, the Programme Analyst is responsible for the development and management of the UNDP programme within the areas of Rule of Law and Access to Justice. The Programme Analyst analyzes political, socio-economic trends as well as progress in rights protection, rule of law and access to justice, leads formulation, manages and evaluates programme activities within his/her portfolio, provides policy advice and advocacy services, contributes to knowledge sharing and partnership building in the governance area as a whole.

The Programme Analyst acts as quality assuror vis-à-vis project activities within his/her portfolio. The Programme Analyst works in close collaboration with the operations team, programme staff in UNDP and other UN Agencies (within the One Strategic Plan (2017-2021) implementation and coordination structure), UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP programme implementation.

Duties and Responsibilities

Summary of key functions:

- Formulation and implementation of UNDP programme strategies on the thematic areas of rule of law and access to justice
- Management of the CO programme on the thematic areas of rule of law and access to justice
- Creation of strategic partnerships and implementation of the resource mobilization strategy, including active participating and contributing to the work of joint UN programs on the thematic areas assigned
- Provision of top quality policy advice services to the Government, facilitation of knowledge building and management.
 

1. Ensures implementation of programme strategies focusing on achievement of the following results:

  • Ongoing analysis and research of the political, legal and social situation in the country and preparation of substantive inputs to research and other documents produced on the thematic areas assigned
  • Identification of areas for support and interventions within the thematic/sectoral areas assigned, this includes the areas for joint UN programmes on the thematic areas assigned.
  • CO business processes mapping and preparation of the content of internal Standard Operating Procedures in Results Management.

2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:

  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
  • Design and formulation of UNDP CO programmes within the area of responsibility, translating UNDP’s priorities into local interventions, this includes contribution to formulation of One UN Plan/and coordinated support on the thematic areas assigned. Coordination of programme implementation with the executing agencies and other international partners including with other UN agencies through the Program Coordination Groups. Introduction of performance indicators/ success criteria, cost recovery and resource mobilization, targets and milestones.
  • Initiation of projects, presentation of the projects to LPAC, project implementation.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
  • Evaluation of the programme/project impact. Monitoring and analysis of the programme environment, timely readjustments in portfolio.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies (including through mechanisms under the One UN initiative), government institutions, courts, lawyers’ organizations, bi-lateral and multi-lateral donors, private sector, civil society, academic and research institutions in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
  • Analysis and research of information for identifying resource mobilization opportunities, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office and Unit’s efforts in resource mobilization.

4. Ensures provision of top quality policy advice services to the Government, facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners. Active contribution to UNDP/UN advocacy on SDGs and governance.
  • Sound contributions to knowledge networks and communities of practice.
  • Sharing information, organization of trainings for the CO staff on the thematic areas assigned.
     

The key results have an impact on the success of country programme within the assigned thematic areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

- Master’s Degree or equivalent in Law;

- Minimum 5 years of relevant experience at the national or international level in providing policy research/advisory/advocacy services and programme management including partnership building and resources mobilization in the areas of rule of law and access to justice;

- Hands-on experience in design, monitoring and evaluation and management of development projects; sound knowledge of international best practices, national policies, legal and institutional frameworks in rule of law and access to justice;

- Experience in working on human rights is an asset;

- Good analytical, conceptualization and communication skills; ability to work as team member in a multicultural environment.

- Experience in the usage of computers and office software packages, experience in handling of web based management systems.

- Excellent command of both spoken and written English and Vietnamese, including excellent drafting skills.
