OBJECTIVES OF THE PROGRAMME

UNITAID is a multilateral partnership hosted by the World Health Organization. UNITAID is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria in developing countries. It catalyses improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e. preventatives, medicines and diagnostics). These investments typically target market-based interventions such as price reductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

DESCRIPTION OF DUTIES

1. Provide sound financial and risk support to grant project teams\:

- Conduct financial and fiduciary assessments and participate to capacity assessment of grant applicants.

- Review project budgets as well as any related finance deliverables and ensure reliability, relevance and quality of financial information.

- Negotiate cost efficient budgets and monitor the ongoing validity of financial assumptions supporting projects' plans and performance frameworks.

- Support grant project teams and liaise with Legal department in the preparation of financial annexes of grant agreements.

- Review project financial reports including budget/actual variance analyses, and ensure reliability, quality and relevance of the reported financial information.

- Assess grant financial performance and participate to the overall assessment of projects' performance.

- Review funding requests and prepare disbursement memorandum supporting funding decisions.

- Coordinate and monitor grant audits, and follow up on audit findings as well as on audit recommendations.

- Provide ad-hoc expert advice and guidance on any finance, risk and audit matters as necessary, and provide any relevant analysis supporting management decisions.

- Act as liaison person between the grant project team and the Risk and Compliance Officer for risk and audit related matters, and coordinate/follow up on wrongdoing and loss incidents.

 

2. Thoroughly compile and analyze data to support analyses of UNITAID's grant portfolio, including\:

- Maintain responsibility over files related to the grant portfolio as determined by the Team Lead Grant Finance and Risk.

- Systematically and regularly update all files held in relation to grants and reconcile data with grant management systems where relevant.

- Regularly update grant finance, risk and audit information in non-financial systems or analyses.

 

3. Proactively engage in and participate to work streams of the Grant Finance and Risk unit, and take on any related tasks and projects including in relation to\:

- Organizational projects led by the Secretariat.

- Any continuous improvement initiatives on grant management systems, processes and tools.

 

4. Provide support to the Team Lead Grant Finance and Risk and to the Unitaid Secretariat on transversal projects including in relation to\:

- Strengthening of grant finance and risk related processes, tools and systems.

- Conduct of grant investment portfolio analyses.

 

5. Perform any other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: A first university degree in finance, audit, or in any fields related to the assigned functional areas, or a first degree in any subject supplemented by a professional qualification in Accounting, Financial Planning or Internal Audit (e.g. ACCA, CPA, CIA, CRMA).

Experience

Essential\: At least 5 years of progressively increasing experience in project/program finance management or in external or internal audit. Demonstrated experience in reviewing budgets, funding forecasts and financial reports of grants or investment project and planning for financial oversight, risk management and other assurance activities. Experience conducting financial/fiduciary risk assessment, due diligences or audits. Experience successfully managing multiple assignments or projects at the same time.

Desirable\: Experience with international development agencies or international financial institutions, managing large portfolio of grants or investment projects. Experience with, or demonstrated working knowledge of, public health and nonprofit public sector.

Skills

Understanding of UNITAID, including its mission, strategy and grant-making model. Strong analytical skills in financial planning, analysis and reporting. Expert knowledge of risk management, audit and financial due diligences processes Ability to manage multiple tasks and priorities with excellent organizational and independent working skills. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4164 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
