About DRC in CAR :

 

DRC is one of the largest NGOs in the Central African Republic (CAR), with over 30 international and 300 national staff and an annual turnover of 7 million EUR. DRC CAR operates within three main pillars of multi sector emergency response, protection and livelihoods and provides life-saving, early recovery and durable solutions assistance to IDPs, refugees and other conflict affected populations in Bangui and in the two prefectures of Ouham and Ouham-Pende. The humanitarian situation in CAR is marked by recurring insecurity and displacement, compounding deep poverty and underdevelopment. CAR is experiencing a complex and protracted emergency, demanding an integrated response. DRC provides multi sector assistance in response to emergency needs, while seeking to reinforce the capacities of the population in terms of socioeconomic recovery, resilience and protection.

 

About the job:

 

The Emergency Coordinator is responsible for the implementation and follow-up of all Emergency Response Activities in the country; including but not limited to: WASH, Shelter, NFI and CCCM activities. He/She oversees the national and expatriate operational teams under his responsibility from a technical standpoint (the staff being line managed by the Field Coordinators). He/She is the guarantor of the quality and correct execution of all activities within his/her department and when appropriate, he/she proposes adjustments and technical guidance in order to ensure quality.

 

Overall purpose of the role:

 

Implementation and Operational Monitoring of Emergency Activities

 

Humanitarian monitoring and evaluation

 

  • He/She analyzes the humanitarian, political, social and security context of the region and identifies key trends in collaboration with the Field Coordinators and Safety Department;
  • He/She supports the Emergency Program Managers and participates in Rapid Needs Assessments when needed;
  • He/She plans and oversees the organization of Rapid Assessments in coordination with Emergency Program Managers and Field Coordinators;
  • He/She corrects and validates Rapid Assessment, intervention and monitoring reports and ensures the relevance of the recommendations that are formulated;
  • He/She identifies multisectorial needs in coordination with Field Coordinators, Protection and Livelihoods Technical Coordinators and Emergency Program Managers;
  • He/She actively participates to the definition of DRC’s Strategy in CAR.

     

Quality

 

  • He/She ensures the quality of interventions though different control methods and field visits, and makes recommendations when necessary;
  • He/She is responsible for the relevance of the interventions and for the respect of the project mandate;
  • He/She guarantees that Humanitarian Principles, in particular Do No Harm, are respected;
  • He/She contributes to the development of assessment, intervention and monitoring tools and guarantees their appropriation and proper usage;
  • He/She creates and implements guidelines and SOPs in conjunction with Emergency Program Managers.

     

Monitoring

 

  • He/She collaborates with the Monitoring and Evaluation to ensure that and M&E plan is properly implemented for all Emergency Response Activities;
  • He/She ensures the quality of Emergency Response Activities through constant evaluation of activities and capitalization of lessons learnt;
  • He/She follows the evolution of all project indicators.

     

Support

 

  • He/She supervises the administrative and logistical planning of activities with the Program Managers and Field Coordinators;
  • He/She ensures the Budget Follow-up in coordination with Field Coordinators and Program Managers;
  • He/She makes sure that the monthly reporting tools are updated and sent at the end of every month;
  • He/She guarantees that all security rules are respected by the Emergency Department staff in coordination with Field Coordinators and the Security team. The respect of all security rules remains the responsibility of Field Coordinators;
  • He/She makes sure that staff evaluations and holidays are planned and respected, in collaboration with Field Coordinators and Emergency Program Managers.

 

Human Resources

 

  • He/She supervises the Emergency Program Managers (from a technical standpoint) in coordination with Field Coordinators;
  • He/She actively participates in the recruitment of Emergency Program staff members;
  • He/She contributes to the general management of all Emergency Department staff in coordination with Program Managers and Field Coordinators;
  • He/She analyses the capacity building and training needs of the Emergency teams and contributes to their training mainly by organizing training sessions;
  • He/She supports the Emergency Program Managers in conflict resolution between team members, implementation partners, communities and/or beneficiaries;
  • He/She participates in the evaluation and performance appraisal of staff under his/her responsibility;
  • He/She ensures that all Emergency Department staff members respect DRC’s Code of Conduct.

 

Reporting / Communication / Representation

 

  • He/She consolidates Rapid Assessment, intervention and monitoring reports and diffuses them when needed;
  • He/She is responsible for project development in coordination with the Emergency Program Managers, Field Coordinators and Grants Department;
  • He/She participates to relevant Cluster and coordination meetings (CoPil RRM) in order to improve coordination between actors in the same intervention areas as DRC and carry out advocacy efforts in name of DRC when needed;
  • He/She transmits relevant information to the Head of Programs, Country Director and/or other members of the Senior Management Team;
  • He/She maintains strong relationships with other humanitarian actors in DRC’s intervention areas in order to improve coordination efforts;
  • He/She writes hand-over reports before the end of his/her contract and transfers them to the people concerned.

 

About you – Experience and competences

 

  • Experience:minimum 5 years of experience in management of multi-sectoral emergency (Shelter, WASH and NFI/Cash Transfer) programs with a strong focus and significant experience in programming in fragile environments preferably including provision of technical advice to field teams.
  • Solid experience in establishing and managing emergency operations, including formulation of strategies, action plans and reports;
  • Strong capacity to manage multiple project cycles in volatile environments;
  • Experience in conducting multi-sectoral rapid assessments in complex emergencies;
  • Experience in IDP complex emergencies, including both camp and out of camp setting;
  • Previous experience in cash programming/cash for work in Africa;
  • Solid experience in community mobilization;
  • Previous experience in gender based programming;
  • Experienced field work in complex emergencies, preferably in sub-Saharan rural Africa, and in challenging security settings;
  • Experience in administration, finance, logistics and personnel management, including training, supervision and coaching of staff;
  • Experience in advocacy and rights-based approaches.
