Philippines: PSF Climate Finance Resource Consultant
In line with the thrust of the PSF Board to secure and rationalize climate financing to leverage the PSF, this assignment will provide the government a framework and strategies to augment the PSF budget through donations, grants, endowments, and contributions for wider support and to accommodate more adaptation projects from LGUs and community organizations.
The PSF Climate Finance Resource Consultant is expected to undertake the analysis for a PSF resource mobilization financing framework and to prepare a resource mobilization strategy and implementation plan. S/He will work closely with the CCC-PSF Unit, Project Management Team, and other concerned stakeholders to ensure that inputs and outputs are provided in a timely manner to attain the expected outputs for this assignment.
The objectives of this assignment are for the consultant to:
- Demonstrate the strategic value of the PSF in advancing the implementation of the climate change action plan through sound policy on public resource allocation;
- Rationalize the utilization of the PSF to operationalize the climate change adaptation action plan at the local level; and
- Develop innovative financing instruments for leveraging the PSF, in addition to direct grants.

Introduction: Based in Seoul, the Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated work streams – Green Growth Planning & Implementation and Knowledge Solutions – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national and local economic development plans. In partnership with the Climate Change Commission (CCC), GGGI Philippines is providing a technical assistance support to the CCC for the Operationalization of the People’s Survival Fund (PSF), referred to as the “PSF Support Project”. The assistance has an overarching objective of identifying and addressing the critical and catalytic factors in the materialization of investment in climate change adaptation projects. The assistance will also provide support to assist the local government units in project identification & development, and in complying with the processing requirements of the PSF. Moreover, resource mobilization support will also be provided to augment the PSF budget appropriation, presently at US$25million. CCC is the lead policy-making body of the government tasked to coordinate, monitor and evaluate government programs and ensure mainstreaming of climate change in national, local, and sectoral development plans towards a climate-resilient and climate-smart Philippines. People’s Survival Fund (PSF) The PSF was created by Republic Act 10174[1] as an annual fund intended for local government units (LGUs) and accredited local/community organizations to implement climate change adaptation projects that will better equip vulnerable communities to deal with the impacts of climate change. Possible projects that can be funded by PSF should be aligned in the national or local climate change adaption-disaster risk reduction (CCA-DRR) development plans, vulnerability and risk assessments, national or local strategic frameworks. By law, PSF will have a minimum allocation of PhP1 billion or roughly US$25 million from the General Appropriations Act (GAA). It supplements the annual appropriations allocated by relevant government agencies and local government units for climate-change-related programs and projects. Given the number of LGUs and local communities who wants to avail the PSF, government are now looking into securing new and additional resources from various institutions (e.g. development partners, foundations, climate funds, regional institutions, private sector) to leverage and maximize the assistance to selected LGUs and communities in order to ensure the sustainability of the assistance provided. To date, PSF financing is predominantly from domestic public resources; bilateral and multilateral development assistance, and more so private investments, are yet to be explored.

Scope of Work: The Consultant shall perform the following technical functions, and is expected to: 1. Formulate a resource mobilization policy framework for PSF.
2. Prepare a draft PSF resource mobilization implementing guidelines.

Output/Reporting Requirements/Deliverables: The Consultant shall deliver the following outputs: Output 1: Work Plan - describes the approach, methodologies, and activities to support the development of the PSF climate financing policy and resource mobilization plan. It must contain the project timeline for each of the activities identified. Potential issues, risks and the proposed mitigation plans as appropriate. Output 2: PSF Resource Mobilization Policy Framework – this framework should be borne out of a robust analysis of the current state of the PSF financing, including what areas should be addressed that are not yet funded, and who are the most vulnerable groups that are least empowered or have least capacity to overcome adverse climate change impact. Recommendations should include utilization of the fund as well as assessment of institutional needs. To support this output, the consultant shall review the PSF structure; compile climate financing incentives available in the market; and come up with a compendium of additional financing sources for PSF. Hence, the framework should answer the ‘what’, ‘how’, and ‘who’ of the PSF resource mobilization. Output 3: PSF Resource Mobilization Policy Implementing Guidelines – this shall support and provide details on how to operationalize the financing framework, to include implementing rules and regulations, process flow and evaluation guide and templates for project preparation, evaluation and approval. The consultant shall review and investigate other financing instruments that PSF could apply to projects. The analysis should include the best administrators for a particular financing instrument such as output-based aid mechanism, credit financing, among others and recommend legal instruments to implement the partnership arrangements such as receiving donations or endowments, or how co-financing arrangement might. Output 4: PSF Resource Mobilization Strategy and Plan – the consultant shall develop the resource mobilization strategy and plan, in the context of the financing policy, the legal structure of the PSF, and optimum phasing of the development of financing instruments. This shall contain all activities involved in securing new and additional resources for PSF. A draft demonstration of resource mobilization shall form part of this output. Output 5: Assignment Completion Report - the consultant shall prepare an Assignment Completion Report to document the primary activities undertaken together with the lessons learned. The report shall include other secondary tasks that have been conducted by the consultant to meet the objectives of the assignment.
