Lao PDR: Gender Review to Inform Green Growth Strategies and Priorities

GGGI seeks the services of a consultant with expertise in gender and green growth or experience across 2 or more key sectors related to green growth (detailed below) to compile and analyze existing literature and policies and make recommendations to inform GGGI’s program priorities in Lao PDR.

The Lao PDR program of GGGI is relatively new. The initial priorities for GGGI in Lao PDR include providing support in two main areas: 1) the development of the national green growth strategy of the Government of Lao; and 2) green cities development. GGGI is also developing its own 5-year country strategy in consultation with the Government of Lao and other stakeholders.

The purpose of this consultancy is to carry out a gender policy and literature review to identify needs and opportunities to mainstream gender and poverty in green growth policy, planning and the development of the national strategy, and identify potential priorities that must be addressed in order for green growth to deliver benefits equitably to both women and men, boys and girls.

Introduction:

Based in Seoul, The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as "green growth", which targets key aspects of economic performance such a poverty reduction, gender equality, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and private sector to help build economies that grow strongly and are more efficient and sustainable in the use of natural resources, less carbon intensive, and more resilient to climate change.

 

GGGI supports stakeholders through complementary and integrated workstreams – Green Growth Planning & Implementation (GGPI) and Investment and Policy Solutions (IPS) – that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.

Objectives/Purpose of the Assignment:

The purpose of this consultancy is to carry out a gender policy and literature review to identify needs and opportunities to mainstream gender and poverty in green growth policy, planning and the development of the national strategy, and identify potential priorities that must be addressed in order for green growth to deliver benefits equitably to both women and men, boys and girls.

 

 

Scope of Work:

 

The consultant will be expected to compile relevant research and policies and meet relevant stakeholders where necessary in order to produce a report for GGGI that addresses the following:

 

1)     Gender Mainstreaming Policy and Practice in Lao PDR:

  1. What are the Government of Lao PDRs policies related to gender mainstreaming
  2. What are the institutional arrangements to support implementation of the policies related to gender mainstreaming
  3. Analyze the strengths and weaknesses of the policies and their implementation (including recognition of diversity)
  4. To what extent is gender mainstreamed into sector strategies and urban development plans?

2)     Overview of Gender Equality, Poverty Reduction and Social Inclusion in Lao PDR

  1. Present gender disaggregated data where available (and identify information gaps) to understand gendered outcomes of development in Lao PDR including: income, employment (formal and informal), access to and control over resources, access to services (education, health, improved sanitation, water, electricity, financial, etc), unpaid care work, etc.
  2. What are the gender norms and roles, and how are they differentiated by ethnicity?
  3. Analyze public health risks from a gender perspective, including from pollution and poor sanitation

3)     Identify Key Gender Issues and Data by Sector

  1. The following sectors should be considered: energy, agriculture, forestry, tourism, water and sanitation and transportation/infrastructure recognizing both formal and informal sectors

4)     Identify Key Gender Issues and Data by City:

  1. Vientiane Capital, Luang Prabang, Khammoune, Savannakhet, and Pakse

5)     Recommendations for Gender Responsive Inclusive Green Growth in Lao PDR

  1. Improvements in policy and/or practice necessary to ensure effective gender mainstreaming in green growth policy, planning and implementation;
  2. Potential priorities to ensure gender equitable green growth that delivers economic, environmental, and social benefits equitably
  3. Gaps to be addressed and potential next steps

 

Additionally, it is expected that the consultant will meet in person or via phone with the Sr. Program Officer weekly throughout the duration of contract. Consultations with stakeholders in Lao PDR necessary to complete the assignment and gather feedback will be discussed and prioritized with the consultant and GGGI.

 

 

Output/Reporting Requirements/Deliverables:

 

The consultant reports to the Sr. Program Officer based on the final terms of reference and scope of work. Payments will be released upon satisfactory delivery of outputs as indicated in the table below and approved by GGGI. Timely submission of the invoice by the consultants is a necessary condition for payment. The timeline of the deliverable will be determine upon signing the contract.

Qualifications/Experience/Expertise

 

  • Holds a Master’s degree in gender and development studies, economics, environment or other related studies
  • More than 8 years of relevant experience in gender analysis, gender mainstreaming, policy analysis, or social/policy research in two or more green growth related sectors
  • Conceptual understanding of green growth, sustainable development, and/or low-emissions, climate resilient development
  • Experience working in or conducting research in Lao PDR
  • Knowledge of international agenda on gender equality as well as key policies, institutions, data sources and stakeholders (government, development partners, and NPAs) in Lao PDR
  • English language fluency and demonstrated ability to write high quality reports in English
