How can you make a difference? 

Under the direct supervision of the humanitarian cash coordinator, the incumbent is accountable for providing technical support to UNICEF regional and country offices on the preparedness, design and implementation of humanitarian cash transfers. He/she will work closely with the roving operations officer. The incumbent will report to the Humanitarian Cash Specialist in EMOPS (Office of Emergency Operations) Humanitarian Policy Section and work closely with PD/Social Protection, HATIS, and DFAM specialists.

 

When deployed in support of humanitarian response (75%):

1. Country support to regional and country offices

  • Undertake surge response field missions (up to 3 months) to set up new HCT (Humanitarian Cash Transfer) programme.
  • Undertake preparedness country/region mission.
  • Represent UNICEF in inter-agency forums.
  • Undertake/contribute to training workshops.

2. Development and mainstreaming of technical guidance and tools

  • Undertake the testing of the tools developed.
  • Contribute to the finalization and roll out of the tools by sharing field inputs collected during field missions.
  • Contribute to the development, testing and rolling out of training materials, including collecting and consolidating field inputs.

3. Knowledge management

  • In close collaboration with HQ based HCT programme officer, document field experience including new models of implementation, programmatic approach, joint programme, inter-agency coordination efforts.

 

When not deployed in support of humanitarian response (25%):

  • Debrief on field missions internally and externally as required.
  • Stay up-to-date: Beyond the technical capacity-building, get briefings from the Cash team to remain constantly updated on the latest key developments.
  • Take part and influence headquarters internal and external discussions on humanitarian Cash programming, bringing field perspective to headquarters tools, policy and procedure development efforts.
  • Work with other divisions/sections to serve as resource persons for emergency training / simulations to disseminate and promote policies, procedures, tools and approaches.
  • Collaborate with other UNICEF surge mechanisms to ensure a complementarity and to share learning in order to enhance the effectiveness of emergency deployments.
  • Contribute to the EMOPS Humanitarian Policy Section Annual WorkPlan.

 

Qualification of Successful Candidate

  • Education: An advanced university degree in Social Sciences or related disciplines. *A first level university degree in combination with ten years of qualifying experience may be accepted in lieu of the advanced university degree
  • Work Experience: Minimum 8 years’ experience working with the implementation of humanitarian cash transfer in a variety of humanitarian settings. Minimum 5 years’ experience in providing direct technical assistance to UN Agencies, NGOs, government. Experience at field level of HACT (Harmonized Approach to Cash Transfer) cash design and implementation. Experience in programme planning, implementing, reporting, monitoring and evaluation of HCT. Experience in managing/Exposure to inter agency cash coordination.
  • Language Proficiency: Fluency in English is required. Knowledge of another official UN language is an asset.
