The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

 

 

Camp Management / Urban Displacement & Outside Camps (UDOC) Specialist

The purpose of the Camp Management / UDOC Specialist position is technical development of the specific Core Competencies, strategic direction and quality assurance, the Camp Management strategy and quality control. The Camp Management / UDOC Specialist is responsible for mentoring, training and capacity building staff on Camp Management technical capacity.

 

Role Specific Information

  • Lead on development of the camp management strategy, proposals and plans. Ensuring all have taken into account gender, protection and accountability principles and are in line with international standards (Sphere, CoC, CHS etc). Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of NRC's values, culture and beliefs. Support the Head Office with the development of a Camp Management global strategy
  • Provide support and capacity building across area offices in Iraq to ensure that NRC delivers high quality, effective and relevant programming in line with Programme Policy and strategic CC priorities in the region. Undertake regular field/site visits to monitor the quality of activity implementation in all concerned Area Offices; Conduct technical oversight and development of NRC programming focused on securing the basic necessities for beneficiaries to have a minimum standard of life, from emergency response to recovery and resiliency
  • Guide the teams in developing systematic tools for assessment and day-to-day implementation, ensuring compliance with established guidelines and standards. This means contextualizing and developing/sharing and harmonising Camp Management and UDOC guidelines, process related documents, clarifying minimum standards and modalities; Provide technical support and advise on implementation of Camp Management projects (both camp-based and UDOC) to Project Managers in the concerned Area Offices;
  • With the support of the M&E department, Lead in ensuring learning from Camp Management programme is captured, consolidated and disseminated, contributing to knowledge building and sharing within Iraq and globally to influence policies and programme planning
  • Lead on developing monitoring tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning, rendering technical advice for fine-tuning plans/modalities where required
  • Assist in strengthening information management and data analysis, particularly in relation to ASSIST humanitarian database; Provide support with the setup of information management structures for data collection, reporting, household assessments and M&E
  • Explore and develop strategic partners contributing to quality and scaling up of programmes
  • Represent NRC externally in relevant fora and relevant stakeholders (e.g. CCCM Cluster, UNHCR) and contribute actively to technical CM discussions at cluster level and with donor agencies;
  • Responsible to ensure that Camp Management & UDOC program designs, development processes and pilots are incorporated in field programs, in close cooperation with the relevant CC specialists
  • Ensure logical links between Core Competencies that foster a coordinated approach to services
  • Support the area offices with implementation capacity in emergency situations; acts as gap-filler for the time the Camp Management project managers are on leave;
  • Provide support and inputs into the recruitment process for Camp Management PMs; having dotted technical line management to all Camp Management staff;
  • Support on donor proposal, budget and reporting writing, contract management, developing relations with donors and providing regular input into other internal and external reports. This includes advising on compliance with contractual commitments (i.e. quality, timeliness, use of resources) and provide recommendations to PMs and AMs to achieve project targets;
  • Exchange programmatic approaches and best practices with other Core Competencies Specialists, Head of Programmes, Project Managers and Area Managers in the Region and with the Global Camp Management Advisor at Head Office;
  • Identify and document best practices, tools and processes, ensuring that they are part of capacity building initiatives and applied in projects;
  • Prepare regular and timely updates and reports for Head of Programmes and other colleagues as needed; 
  • Ensure that project activities develop and are implemented in line with NRC’s mandate, policies, procedures and country strategy, as well as with donors’ requirements;                

 

Our Ideal Candidate:

A university graduate in a relevant field of studies with minimum 5 years’ experience with solid technical expertise in Camp Management programming, community based and participatory programme planning approaches.  Skilled in supporting camp and out of camp projects in urban contexts with good knowledge of working in community centre management.  Previous experience working in humanitarian / recovery contexts and especially in complex and volatile environments is a must.  Our ideal candidate will have a good understanding of key technical standards with the ability to integrate gender, protection and accountability into programming.  A visionary who will thrive in constantly looking at ways of improving the quality of projects, and the aptitude to demonstrate a conceptual, analytical and critical thinking in order to develop effective strategies.  Strong project management, planning and proposals writing skills with understanding of OFDA, ECHO and UNHCR donor rules.  A confident networker who will liaise with a range of stakeholders and represent NRC in high profile environments.

Fluency in English, both verbal and written is required, and previous experience working in the Middle-East / Iraq will be a distinct advantage.

Contract period: 6 months

Duty station: Erbil with 50% travel to Area Offices (Baghdad & Ninewah)

Approved health certificate will be requested before contract start
