OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent, working closely with epidemiologists and software developers, is assigned all or part of the following duties which are performed according to the needs and agenda\:--> Design a document management repository to enable the systematic collection and reporting against the documents submitted for all outbreaks. Such tools should seamlessly integrate with Microsoft Office products such as Word, Outlook and PowerPoint to enable end users to easily upload documents onto the repository.--> Design, develop and maintain data exchange interfaces and mechanisms with external partners and data collection focal points--> Design a suite of outbreak software which could be used by experts deployed in the field to support the investigation and response to the following outbreaks. The suite of outbreak software will be comprised of the following\: Cholera; Yellow fever; Lassa fever; Meningitis; Ebola and Marburg; Dengue and Chikungunya--> Plan and coordinate day-to-day operational activities and tasks related to the improvement of existing technical databases, data warehouse, web services, web applications and modules--> Liaise with partner organizations and collaborating centres regarding information exchange and harmonization of data management systems.--> Analyse trends in information technologies, especially those pertaining to public health. --> Liaise with other clusters to explore the integration of existing databases and platforms onto the upgraded rSIS;--> Provide strategic technological advice and recommendations on the use of new information technologies--> Closely collaborate with the epidemiologists, focal points on data and information management staff to ensure functioning of existing databases and platforms as well as effective functioning of the task force on management of public health emergencies information.--> Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in computer science, Information Systems or Information Technology or a related discipline.
Desirable\: Desirable

Experience

Essential\: 5 Years of relevant experience in Data collection, Management and Analysis.
Desirable\: Experience in WHO or UN Agencies.

Skills

--> Demonstrated skills in all aspects of the development, deployment and maintenance software/information systems complemented by the ability to design, analyze and produce information system applications and databases for epidemiology, surveillance and GIS. Excellent organizational and analytical skills combined with ability to multi-task and produce accurate results under pressure. Excellent interpersonal skills. Ability to synthesize information in a clear and concise manner. Respecting and promoting individual and cultural differences. Tact, diplomacy and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 58,583 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2612 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
