HR ASSISTANT (RECRUITMENT)

Under the authority of the Head of Unit of Staffing Unit, the incumbent shall oversee the recruitment process of General Service (GS) posts at Headquarters. S/he will ensure that recruitment operations, vacancy notices (VNs), ARB (Appointment Review Board) consultations and recommendations are carried out in a timely manner. More particularly, s/he will perform the following duties\:

  • Prepare in coordination with Sectors/Bureaux, the final version of vacancy notices; advertise the vacancy notices in the UNESCO Career site; ensure that VNs are consistent and in compliance with the standard recruitment criteria.
  • Ensure the pre-screening of the candidates, prepare the standard email to Sectors/Bureaux; ensure that managers and panel members have access to the on-line documents and CVs; assist in the preselection process.
  • Organise ARB consultations for GS posts; make contact with members and the chairperson; prepare documents required for consultations; follow up the recommendations of ARB.
  • Provide information and advice on procedures/process and assistance about GS posts. Ensure compliance with the time-frame standard for recruitment.  Maintain posts files and ensure archiving. Prepare required correspondence and report on recruitment data.

EDUCATION

  • Completed secondary, technical and/or vocational education.

WORK EXPERIENCE

  • A minimum of 5 years of work experience in a human resources management field, of which at least 1 year in recruitment functions.

SKILLS/COMPETENCIES

  • Excellent communication skills (oral and written), including ability to draft correspondence in English and/or French.
  • General knowledge of HR issues.
  • Excellent organizational and coordination skills.
  • Ability to work as part of a team, to take initiatives and provide quality and timely support and services.
  • Utmost discretion and integrity.
  • Attention to detail and meticulousness.
  • Judgment and ability to work autonomously.
  • Service-oriented and capacity to deal efficiently and tactfully with people of different cultural background.

  • Excellent IT skills with proficiency in the use of MS Office (Word, Excel, Outlook, etc.).

LANGUAGES

  • Excellent knowledge of English or French and good knowledge of the other language.

EDUCATION

  • Relevant specialized training/certification in human resources or related field.
  • WORK EXPERIENCE
  • Relevant experience in the UN system or other international organizations.
  • Experience in using Enterprise Resources Planning system(s) (ERP).
  • Experience in providing data information.

LANGUAGES

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Spanish and/or Russian).
