OBJECTIVES OF THE PROGRAMME

The objective of the Noncommunicable Diseases Prevention (NCP) unit is to coordinate regional efforts to promote the prevention of NCDs and their common risk factors. Moreover, the unit supports the implementation of the WHO global action plan (GAP) and monitoring framework (GMF) within the context of the United Nations Political Declaration and the EM Regional Framework for Action on NCDs, providing technical support and advocacy to Member States in the development and implementation of appropriate policies, strategies and plans.The NCP unit is responsible for providing advice, as well as technical and programmatic support to Member States in collaboration with WHO headquarters, WHO Country Offices and other interested partners in the following areas of work\: --> Raising the priority accorded to NCDs in development work at regional and national levels, and integrating the prevention of such diseases into policies across all government departments. --> Establishing and strengthening national policies and plans for the prevention of NCDs. --> Promoting research and partnerships for the prevention of NCDs. Monitoring NCDs and their determinants, and evaluating progress in terms of their prevention at the national, regional and global levels.

DESCRIPTION OF DUTIES

1. Assess current regional situation with regards to NCD burden, their risk factors and determinants, evaluating progress at the national, regional and global levels in integrating the prevention of such diseases into development work and into national policies, strategies and plans. 2. Assess and support regional NCD prevention needs and efforts, including the preparation of medium-term programs, budget proposals, monitoring and evaluation, reports and other documents.3. Develop a strategic approach and provide advice to the Regional Director and Director NMH on priorities to strengthening the regional response to NCD prevention, translating the recommendations of the United Nations Political Declaration on NCD and the EM Regional Framework for Action into practice, whilst ensuring close cooperation with other regional priority programmes and initiatives. 4. Provide technical support and advice to national authorities in developing multi-sectoral policies, strategies and programmes to strengthen the NCDs prevention. This involves the collaboration and advice on the analysis of specific health-related scenarios, definition of priorities, development of project proposals, and identification of potential areas for WHO support and monitoring of activities. 5. Identify and mobilize resources including funding for NCD prevention. 6. Provide technical direction to concerned staff, volunteers, interns and consultants in NCD prevention.7. Promote research and partnerships for the prevention of NCDs maintaining/developing a network of regional institutions and health leaders with expertise in NCD prevention. 8. Plan, direct and oversee the development of regionally relevant tools and training programs to support the activities of the NCD prevention unit. 9. Collaborate on curricula development and training materials and on fellowship placements for NCDs.10. Contribute to the recruitment and supervision of NCD divisional staff and consultants and attend to related administrative matters.11. Make recommendations on the selection of supplies and equipment.12. Undertake related duties as required, such as\:--> Participate in meetings and other event as representative of WHO EMRO NMH.--> Establish and maintain good working relations within the organization and with international and national organizations and partners, as well as other institutions as appropriate.--> Act for other regional staff members, as and when necessary.--> Draft presentations, reports and technical documents.--> Perform other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in medicine and master's degree in public health
Desirable\: Post-graduate qualifications in the field of NCD

Experience

Essential\: At least ten years of experience at the national and international levels in planning and implementing NCD prevention measures, with a track record of implementing NCD prevention “best buys” and monitoring the NCD GMF in countries.Work experience in developing countries and at least 7 years of experience at international level.
Desirable\: High level of public health expertise focusing on clinical and public health and epidemiology of chronic diseases.

Skills

In-depth knowledge of public health and ability to develop and implement public health approaches; excellent technical skills in the prevention of NCDs and their common risk factors e.g. tobacco, alcohol, unhealthy diet and physical inactivity; highly developed oral and written communication/public relations skills, demonstrated effective management skills, strong leadership and communication skills to develop, promote and implement global health strategies related to NCDs; ability to build partnerships and collaborative relationships with multiple stakeholders and an ability to foster teamwork.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1701 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
