Background
Under the overall guidance of the Resident Representative and supervision by the Programme Analyst (NOB) and the Deputy Resident Representative, the Programme Associate ensures effective delivery of the CO programme by entering and managing data and supporting programme (projects) implementation consistent with UNDP rules and regulations.
UNDP Bahrain has an approved Country Programme Document CPD (2017-2020), which was endorsed in November 2016, it is adjusted and aligned to the Government Programme of Action, as well as aligned to the new Sustainable Development Agenda 2030 and Bahrain vision 2030. The CPD focuses on: Diversified private sector driven growth in industries and services where Bahrain has a (potential) competitive advantage; Increase Government of Bahrain efficiency and effectiveness as well as support social services and increased effective and accountable State and non-State institutions. UNDP will assist the government by supporting policy formulation and implementation in specific sectors. The themes for development projects covers areas of Government Efficiency, Social Development, Sustainable Growth, Energy, Environment, ICT, Youth, Gender and others.
The Programme Associate will supervise as needed clerical and support staff of the Programme Unit, and provides programme support services including administrative support to the DRR as well as some procurement support services. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the CO and UNDP HQs as required for resolving complex finance-related issues and exchange of information.
Duties and Responsibilities
Summary of Key Functions: · Support to formulation and implementation of programme strategies and the Country Programme Document · Support to management of the CO programme · Administrative support to the Programme Unit · Support to resource mobilization · Facilitation of knowledge building and knowledge sharing |
· Collection, analysis and presentation of background information for implementation of Strategic Cooperation Framework, CPD, effective application of results-based management tools and establishment of management targets. · Presentation of background information for formulation of projects and programmes, draft project documents, work plans, budgets, proposals on implementation arrangements. |
· Creation of a project in Atlas, preparation of required budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial close of a project. · Provision of guidance to the executing agencies on routine implementation of projects. · Presentation of information for audit of NEX projects, supports implementation of audit recommendations. · Provide logistical support in event organization · Provision of some procurement functions to Programme, in coordination with Procurement Associate |
3. Provides administrative support to Management and the Programme Unit focusing on achievement of the following results: · Administrative support to the DRR, including schedule, meeting organization, note-taking, minutes and briefings. · Review of Financial Reports; preparation of non-PO vouchers for development projects. · Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas. · Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. · Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas. · Making budget check for requisitions, POs and vouchers. |
4. Supports resource mobilization focusing on achievement of the following results: · Analysis of information on counterparts, preparation of drafts. · Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas. |
5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: · Organization of trainings for the operations/ projects staff on programme. · Synthesis of lessons learnt and best practices in programme. · Sound contributions to knowledge networks and communities of practice. · Conduct basic research assistant functions · Provide support in some media, outreach and communications functions |

Required Skills and Experience
Education: | Secondary Education, preferably with specialized certification in Accounting and Finance. University Degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable, but it is not a requirement. |
Experience: | 6 years of progressively responsible administrative or programme (project) experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Power Point, Excel, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web based management systems. Experience conducting research, writing concept notes, taking minutes, preparing presentation and event management |
Language: | Fluency in English, working knowledge of Arabic desirable but not required. |
Nationality: | Bahraini nationals preferred. |
