Consultant: Mapping and review of the situation of children in residential care centers in the Philippines (6 weeks)

The purpose of this assignment is to conduct a comprehensive review of the situation of children in residential centers and institutional care in the Philippines in order to provide evidence towards better policy and programme development, and implementation of legislation, including the Foster Care Act of 2012. The study will also provide information on the current issues and concerns affecting children in residential facilities, including the risk and threat of violence as well as opportunities to determine the technical assistance and capacity building requirements for social workers.

Major Tasks

  • Desk Review of policies and guidelines on residential care, foster care, and other alternative care arrangements in the Philippines. 
  • Gather information on residential care facilities, program interventions and situation of workforce from government and non-government organizations.
  • Examine how data on numbers and situation of children in residential care is collected, consolidated and analyzed. Describe the current information management system and how information is shared and used for effective monitoring and reporting.
  • Map residential care centers and provide updated data on the numbers of children in residential care, numbers of centers, and the estimated numbers of social workers and other staff involved in managing the centers.
  • Attend technical meetings and submit monthly accomplishment reports.
  • Prepare final report and recommendations.

     

Deliverables

  • Results and analysis of the reviewed policies and guidelines.
  • Preliminary analysis of the current situation of residential care facilities for children and the workforce.
  • Report on the information management of children in residential care that includes identified gaps and recommendations in data collection.
  • Report on the outcomes of the mapping exercise (i.e., estimated numbers of centers, children, and numbers of social workers/care givers in centers).
  • Documentation on the results and key outcome/action points of the technical meetings.
  • Final report with set of recommendations.

 

Qualifications and Competencies of Successful Consultant

  • Advanced degree (Master’s or higher) in social work, community development, psychology, law or other fields related to social development and humanitarian work.
  • Experience in information management system, social work, social welfare, child rights and child protection.
  • Understanding of the socio-political context and child protection system in the Philippines and of human and child rights.
  • Experience in conducting coordination work with advanced skills in documentation and analysis.
  • Excellent analytical, writing and communication skills.
  • Basic computer skills including the use of various office applications and internet navigation.
  • Fluency in English essential. Knowledge of Filipino languages an asset.
  • Dynamic, independent, self-motivated and well organized.
