Introduction

Head of Occupational Health & Safety in the Health, Safety & Environment Unit (HSE), Head Office Group (DI).

In its role as the Organization's centre of competence in matters of safety, the Health and Safety Unit supports the Organization in striving and maintaining excellence in safety, an indispensable requirement for sustainable research. The HSE unit contributes to CERN's safety policy, writes CERN specific safety rules and coordinates CERN's HSE matters with the respective Host State bodies. The HSE unit advises CERN' s management, supports facility operators and project leaders in identifying safety risks and state of the art solutions, whilst monitoring the efficiency of the implemented measures.  The HSE unit is responsible for advice in occupational health & safety, environmental protection and is fully accountable for radiation protection and for CERN's Fire Brigade.

Within the HSE unit, the Occupational Health & Safety (OHS) Group is responsible for all domains ranging from general, mechanical, chemical, electrical, fire and cryogenic safety to occupational medicine. It comprises about 40 members of personnel.

Functions

As Head of Occupational Health & Safety, you will have the dual function of an accomplished Occupational Health and Safety Engineer as well as an experienced team manager.

As Occupational Health & Safety Engineer, you will support CERN's core activities, i.e. the design, installation and operation of accelerator facilities and experiments. In this function, you will lead a team of OH&S engineers ensuring the provision of high quality expertise on OH&S matters to CERN's Management, facility operators and project leaders. You will be accountable for all technical advice and solutions proposed by your team members in OH&S matters.

You will:

  • Lead risk assessments and oversee the proposal and implementation of protection measures for people and installations.
  • Supervise the interpretation and application of rules, norms and standards in matters of OH&S.
  • Ensure the monitoring of accident rate, accident reports, health parameters and the efficiency of the implemented protection measures.
  • Supervise the production of technical and scientific documentation including specifications; reports, notes, international publications and presentations, for internal/external use.
  • Act as OH&S expert contact for internal/external stakeholders.

As OHS Group Leader and member of the HSE unit management team, you will:

  • Participate with the HSE Unit Head in the development of a strategic vision for the unit.
  • Define the strategic orientation of the Group.
  • Define, negotiate, plan and manage the Group's structure and resources (personnel and material).
  • Create a working environment conducive to learning and knowledge sharing.
  • Develop relationships and partnerships inside/outside CERN.

Qualification required

Master's degree or PhD or equivalent relevant experience in the field of engineering, preferably including fire prevention and stored energy management, or equivalent.

Further education/certification as OH&S expert at management level.

Experience and competencies

The experience required for this post is:

  • Extensive experience in Occupational Health and Safety acquired preferably in a large/medium-size research or industrial facility.
  • Experience in leading relevant OH&S projects for complex industrial installations.
  • Experience in a leadership position involving successful people management.
  • Participation in national or international working groups related to OH&S would be a strong asset.

The technical competencies required for this post are:

  • Knowledge of Occupational Health: application of european directives, swiss and french national rules, norms and standards related to oh&s; crisis management.
  • Knowledge Management.
  • Quality Management.
  • Knowledge of simulation codes typically used in the field of OH&S would be of advantage.

The behavioural competencies required for this post are:

  • Optimising resources.
  • Communicating effectively.

The language competencies required are:

  • Spoken and written English or French: ability to understand and speak the other language in professional contexts. Ability to draw-up technical specifications and/or scientific reports and to make oral presentations in at least one of the two languages.

Note on Employment Conditions

We offer a limited-duration contract for a period of 5 years. Limited-duration contracts shall terminate by default on their date of expiry.
Subject to certain conditions, holders of limited-duration contracts may apply for an indefinite position.

These functions require:

  • Work in radiation areas.
  • Interventions in underground installations.
  • A valid driving licence.
  • Work during nights, Sundays and official holidays, when required by the needs of the Organization.
