Mission context:

Based in Erbil, the Logistic Coordinator is an expert in logistic and is supervising several logisticians on various bases.

He/she is:

  • Part of the Coordination Team (Senior Management Team);

  • Coordinating, planning et guaranteeing the follow-up of logistic activities of all the bases of the mission;

  • Responsible of the implementation of the security plan of the mission;

  • Responsible of the logistic procedures respect;

  • Contributing to the elaboration of the mission’s operational strategy.

SECOURS ISLAMIQUE FRANCE is recruiting a Logistics coordinator M/F based in Erbil.

Mission/ Role:

  • Operational strategy & Coordination

To contribute to the elaboration of the mission’s operational strategy

  • Supply chain management (Procurement, Stock and shipment)

PROCUREMENT

  • To define the procurement plan of the mission and ensure its implementation

  • To be responsible of the call for tenders procedures

  • To supervise the suppliers identification and referencing and to have the detailed quotations for recurrent procurements.

  • To consolidate and update the price catalog for our areas.

SHIPMENT

  • To supervise shipments and deliveries of material

STOCK

  • Ensure warehousing are adapted to the mission’s needs (management and follow-up of the mission’s stock).

  • Equipments

  • To supervise the follow-up of the equipment, its maintenance and traceability and define the technical needs of the mission

  • CAR FLEET MANAGEMENT

  • To supervise the vehicles planning, renewal and manage rental contracts and follow-up of the costs

  • Management – HR

To supervise and manage the recruitment of the logistic staff members

  • Security

To implement the security policy in cooperation with the Head of Mission

  • Representation (under HoM request)

  • Reporting

The task list is neither exhaustive nor restrictive and it is evolving.

Profile:

  • Minimum 5 years of previous experience in humanitarian work, including previous experiences as Country Director, or Deputy Country Director, or Chief of Party with INGOs in similar context.

  • Substantial experience of strategic thinking, including identifying, analyzing, problem solving and responding to opportunities and challenges and the ability to translate these into practical plans of action.

  • Extensive experience of securing substantial external funding. Evidence of understanding the challenges of donor and contract management and the implications for program management.

  • Extensive knowledge and experience of project planning and budget holding; proposal and report writing.

  • Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators etc.)

  • Strong leadership skills and a supportive management style (experience managing national and expatriate staff)

  • Strong communication skills, with excellent written and spoken English (and desirably French and/or Arabic)

  • Ability to understand the cultural and political environment and to work well with partners including local authorities.

  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management

  • An understanding of and commitment to SIF’s mission and values

Duration: 4 months

Working conditions:

  • French fixed term contract “CDD d’usage”
  • Remuneration according to profile

  • Medical cover (60% cover by SIF and 40% covered by the expatriate);
  • R&R every at 3 and 9 month
  • Return plane ticket supported by SIF for leave at 6 month
