Under the guidance of the Associate Director, Chief, Nutrition, and direct supervision of the Nutrition Specialist (Evidence generation and Knowledge management), the Nutrition Specialist - Partnerships, Planning, Monitoring and Evaluation) will support the overall strategic planning, monitoring and evaluation and partnerships work of the Nutrition Section. The Nutrition Specialist - Partnerships, Planning, Monitoring and Evaluation will work within the Programme Area on Knowledge, Partnerships and Governance, in the Nutrition Section, Programme Division at UNICEF HQ, New York, and work in close collaboration with Programme Area leads and section staff. The Programme Specialist also has frequent interactions with other members of Programme Division, Division of Data, Research and Policy, and also with regional offices (ROs) and country offices (COs); and will also work collaboratively with key partners including sister UN agencies, donor partners, NGOs, implementing partners and other institutions, to support UNICEF's position and engagement in global nutrition partnerships. The position involves moderate travel.

How can you make a difference?

The Nutrition Specialist - Partnerships, Planning, Monitoring and Evaluation will work within the Programme Area on Knowledge, Partnerships and Governance, in the Nutrition Section, Programme Division at UNICEF HQ, New York, and work in close collaboration with Programme Area leads and section staff. Strategic support to global nutrition partnerships:

• Develops, implements and monitors UNICEF's Action Plan for Strategic Partnership Engagement (2018-2021).

• Acts as the focal point for partnerships in the Nutrition Section, including the UN (UNN, UNSCN, CFS), private sector foundations (Power Of Nutrition, Bill and Melinda Gates FOundation) and public partnerships. • Manages allocation and reporting on thematic funding.

• Supports the Chief of Section with briefing notes, technical review of documents to support high-level engagement with partners.

• Prepares and/or coordinates inputs for proposals for resource mobilization.

Strategic planning and reporting for the Nutrition Section and UNICEF's nutrition sector

• Serves as the planning focal point. Responsible for strategic planning for the Nutrition Section, including annual work planning and budgeting; monitoring and tracking progress; mid-year and annual reporting; coordinating the nutrition sector's contribution to UNICE's annual reports, including the EDAR. Leads the overall design, development and communication of planning activities and tools to improve Section efficiency.

• Reviews requests from internal stakeholders e.g. OED (Office of the Executive Director), PPD (Public Partnerships Division), PFP (Private Fundraising and Partnerships) and external stakeholders, including UNICEF Executive Board, Permanent Missions to the UN, etc. and coordinates timely responses.

Monitoring programme performance data for nutrition

• Responsible for monitoring and institutional reporting on UNICEF's results towards the Strategic Plan (SP) in the nutrition sector. Coordinates the review (including quality checks) and reporting of nutrition data collected through corporate systems, including RAM, SMQs, SP cubes etc.

• Supports annual review and reporting towards OMP (Office Management Plan) and SP milestones and targets.

• Working closely with the Division of Data, Research and Policy, coordinates data inputs and quality checks for the Annual Results Report — Nutrition.

• In close collaboration with the Nutrition Specialist (Information systems), supports further development and management of UNICEF's Global Nutrition Programme Information System ('NutriDash') that consolidates and analyses information on nutrition programmes in a timely and efficient manner. Coordinates data collection through the Nutrition Dashboard (NutriDash), focusing on modules related to Early Childhood Nutrition and Nutrition of School Age Children Adolescents and Women.

• Provides technical assistance to country offices in completing the information on the web-based platform.

• Undertakes further analysis of data to inform global support, programme planning and advocacy work, and supports coordination of the global Nutrition Dashboard report.

Technical support for results-based monitoring and evaluation

• Provides technical guidance and technical assistance to ROs and COs with results based monitoring and evaluation

• Supports the preparation of multi-country grant proposals, including theory of change and performance measurement frameworks.

• Provides quality assurance for multi-country grant reporting as required

Impact of Results

The efficiency and efficacy of the incumbent will make a substantial contribution to the success of UNICEF's work to address all forms of malnutrition as outlined in UNICEF's 2018-2021 Strategic Plan.

• UNICEF leverages partnerships to ensure strategic positioning of nutrition on the development agenda, and to scale up nutrition for children, adolescents, and women

• UNICEF supports effective planning, monitoring and evaluation processes for Nutrition.

To qualify as an advocate for every child you will have…

  • An advanced university degree in Nutrition, Public Health, Statistics or a directly related field(s). *A first University Degree in a relevant field combined with (2) two additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Minimum of 8 years relevant professional work experience at national and international levels at the national or international level in planning and management in a related field, with emphasis on strategic planning, management, monitoring and evaluation. Excellent analytical skills. Technical expertise and strong knowledge of global nutrition.
  • Fluency in English required. Another UN language is considered an asset. Computer software: Experience in the usage of computers and office software package including Powerpoint, Excel, STATA or other statistical software highly desired.
