Job organizational context 

Viet Nam is part of the global UN "Delivering As One" reform initiative, whereby Viet Nam has agreed to capitalize on the strengths and comparative advantages of the different members of the UN family and look at ways to increase the UN system's impact. In Viet Nam, the initiative brings together the expertise, experience and capacities of all UN agencies in the country to provide more coordinated and effective assistance. The six pillars of reform in Viet Nam include One Plan, One Budget, One Leader, One Set of Management Practices, One Voice and the Green One UN House. The UNICEF Viet Nam office is located within the Green One UN House, where UN Agencies are seated according to function rather than Agency. 

The UNICEF Viet Nam Country Programme (2017-2021) will support the achievement of selected national social economic development priorities (SEDP), related Sustainable Development Goals (SDGs) and targets. It complements the One Strategic Plan between the Government and UN system agencies that will continue with a delivering-as-one (DaO) approach for the period 2017-2021 and is aligned to UNICEF Strategic Plan 2014-2017. With equity as the fundamental principle, child survival and development programme serve as a strategic pillar for the country programme strategic intent. The Child Survival and Development (CSD) programme supports the implementation of Programme Component 2 focusing on Integrated Early Childhood Development, which strengthen national and local capacities to develop Integrated Early Childhood Development (IECD) models in selected districts and communes of three provinces: Gia Lai, Kon Tum, and Dien Bien, combined with strategic areas of work in HCMC. 

Integrated version of a holistic Early Childhood Development (a package of integrated Health, Nutrition, WASH, Education, Child Protection, Communication and Social Protection) interventions to be implemented in an integrated way) with proven scientific evidence has been identified as a strong approach that could support the country attain these three important national development priority targets. This programme priority will be enhanced with the use of modern innovative mobile technology to achieve planned results. Hence the need of Mobile Integrated Early Childhood Development project which will also be modeled as the main tracking system. The continued monitoring of progress by innovative mobile technology towards implementation of key child focused indicators at national and provincial levels will be the key to effectively address the unfinished MDG agenda and the realisation of child rights. 

Purpose for the job

Under the direct supervision of the CSD Chief, the incumbent supports the development on the use of mobile technologies in enhancing IECD programming and programme performance in the UNICEF Viet Nam country programme of Co-operation 2017-2021. Specifically, the officer supports the development of the technology innovations in IECD programme including but not limited to the development of the MIECD background documents, implementation of the Road Map for Mobile Integrated Early Childhood Development (MIECD), being the focal person for MIECD and supports the knowledge management, co-ordination, monitoring and partnerships in MIECD.

She/he will also provide professional technical support throughout the Programme Component 2 in researching and analysing technical document to support the development and formulation of IECD programme.

Duration: Temporary Appointment of 364 days.

Education: University degree, preferably advanced university degree in Social Sciences, International Business, International Relations, Political Science, International Finance or other relevant disciplines.

Experience: 

  • At least 1 year post graduate experience. Demonstrated strong ability to analyze and interpret data from a range of sources, and synthesize information and produce easy to understand materials.
  • Strong creative and artistic abilities in engaging and utilizing various media formats for communication of evidence (including social media).
  • Experience working or engaging directly with children and adolescents is highly valued.
  • Experience and knowledge of the UN system, or experience communicating with or within Government on social policy issues, or experience with child-focused international NGOs considered an asset.

Language Requirements: 

  • Fluent in English/Vietnamese and good writing skills
  • Knowledge of second UN language is an asset.

Skills

  • Good inter-personal and excellent communication skills.
  • Good knowledge of research, and monitoring and evaluation.
  • Good advocacy and analytical skills.
  • Ability to work in an international and multicultural team.
