Background

In Yemen, since mid-March 2015, the conflict has spread to 20 of the country’s 22 governorates, prompting a large-scale protection crisis and aggravating an already dire humanitarian crisis brought on by years of poverty, poor governance and ongoing instability. Since the intensification of fighting, the number of people in need of some form of humanitarian assistance has increased by 33% from 15.9 million to 21.1 million people. This means that 80% of Yemen’s population now require some assistance to meet their basic needs for food, water, healthcare, shelter and other basic supplies, or to protect their fundamental rights. More than 12 million people have been directly affected by the conflict, including more than 7 million children.

The EU-funded Enhanced Rural Resilience in Yemen Programme ERRY is to enhance the self-reliance of rural people and communities to better cope with crises, risks and shocks. The project is being initiated, and will be implemented for a period of three years and is expected to be launched immediately after the signing of the agreement with the EU and pre-financing received. The project will be implemented in four governorates: Hajjah, Hodeidah, Lahj and Abyan. 

The overall objective of the ERRY joint programme will be achieved through a complementary approach building on participating agencies’ comparative advantages through the following two outcomes: 

  • Outcome 1:  Communities are better able to manage local risks and shocks for increased economic self-reliance and enhanced social cohesion.
  • Outcome 2: Institutions are responsive, accountable and effective to deliver services, build the social contract and meet community identified needs

Within its three year timeframe, the following results will be achieved:

  • Output 1.1: Community livelihoods and productive assets are improved to strengthen resilience and economic self-reliance;
  • Output 1.2: Communities benefit from improved and more sustainable livelihoods opportunities through better access to solar energy;
  • Output 1.3: Informal networks promote social cohesion through community dialogue and delivery of services
  • Output 2.1: Functions, financing and capacity of local authorities enabled to deliver improved basic services and respond to public priorities;
  • Output 2.2: Increased capacity of local actors and strengthened partnership of private sector to enhance collective actions, aid delivery and economic recovery;

ERRY will focus on the most vulnerable such as women, the unemployed, youth, the Muhamasheen, internally displaced persons (IDPs) and stressed host communities, using inclusive, participatory and conflict-sensitive tools to mobilize and involve them in the proposed activities. Active partnerships with local authorities, the private sector, communities, the Social Fund for Development (SFD) and NGOs will be sought for the successful implementation of the programme.

UNDP as the Convening Agency is responsible for coordinating programmatic aspects, and the Administrative Agent (UNDP’s Multi-Partner Trust Fund Office) is responsible for financial management, with each participating UN organization having programmatic and financial responsibility for the funds entrusted to it. The Joint Coordination Unit in Sana’a will be led by a Joint Programme Manager, supported by a Communications Specialist, an M&E and Reporting Specialist, and an Administrative and Finance Assistant. Sub-national coordination will be provided through Joint Coordination Units, respectively led by FAO, based in Hodeidah to cover both Hajjah and Hodeidah Governorates., and in Aden led by UNDP, to cover both Lahj and Abyan Governorates.

Participating UN organizations (PUNOs) to ERRY JP include FAO, ILO, UNDP and WFP. PUNOs operate in accordance with their own regulations, rules, directives and procedures. They assume full programmatic and financial accountability for funds disbursed by the Administrative Agent and are responsible for the implementation and delivery of results under each activity result.  PUNOs have dedicated resources for the achievement of the results, including personnel and consultants (technical assistance) that are directly contributing to ERRY activities, and allocate budget for the associated direct costs such as office structure and operability of field visits for quality assurance.

Under the direct supervision of the ERRY Joint Programme Manager, the Monitoring and Evaluation (M&E) and Reporting Officer will be responsible for the development of ERRY JP M&E framework and M&E system that is aligned with the ERRY Joint Programme Document. The M&E officer will implement the M&E system in broad consultation with internal and external stakeholders of ERRY and liaise regularly with the PUNOs and IPs, and donors in coordination with the ERRY JP manager. The M&E Specialist will also compile quarterly and annual report for internal monitoring purpose and as part of donor reporting.

The incumbent will also provide training to the project teams of IPs and PUNOs where necessary to ensure the effective implementation of the M&E framework. 

Duties and Responsibilities

Under the supervision of the ERRY Joint Programme Manager and in close collaboration with the Participating UN organizations (PUNOs) and Implementing Partners (IPs), the Monitoring and Evaluation (M&E) and Reporting Officer will be responsible for the following:

Summary of Key Functions:

  • Ensure the compliance of the ERRY JP to the UNDP and other PUNOs M&E requirements and ensure the effective communication of M&E information between the ERRY JCU, PUNOs, IPs and the donors regarding M&E and management of development results;
  • Conduct the monitoring and reporting activities of the ERRY JP;
  • Facilitate and Conduct the impact assessment, evaluation and annual review activities of the ERRY JP;
  • Support the results-based planning to ensure that the results-based M&E are well integrated at the planning stage;
  • Support the M&E activities at the PUNOs level and enhance the M&E capacities of the partners.
  • Enhance the information management of M&E-related documents and data through the use of the M&E database, Share Point and M&E email groups.

Roles and Responsibilities:

Ensure the compliance of the ERRY JP to the UNDP and other PUNOs M&E requirements and ensure the effective communication of M&E information between the ERRY JCU, PUNOs, IPs and the donors regarding M&E and management of development results;

  • Ensure that the ERRY JCU and PUNOs conduct M&E activities in line with the ERRY joint programme document in a timely and effective manner.  
  • Conduct the implementation of the ERRY JP M&E framework within all the relevant PUNOs and update the framework and tools as necessary.
  • Provide relevant technical support to the PUNOs, IPs and enhance the capacities of programme staff.
  • Conduct training for the programme staff in the areas of RBM, results-based planning, reporting and M&E.
  • Establish M&E system and data management system for ERRY JP and ensure its implementation.
  • Coordinate with the PUNOs, IPs and all other units to ensure the M&E is well integrated at all level of the programme.

Conduct the monitoring and reporting activities of the ERRY JP;

  • In collaboration with the PUNOs and IPs, manage the preparation and timely submission of Results-Oriented Annual Report to donors and PUNOs.
  • In collaboration with the PUNOs and IPs, conduct the quarterly results monitoring of ERRY JP Implementation and organize the results review meeting every quarter.
  • In collaboration with the ERRY JP Manager, organize an annual impact documentation and review meeting of ERRY Joint Programme implementation.  
  • In collaboration with ERRY JP Manager and PUNOs, organize annual and mid-term review meetings of the programme in order to systematically review the progress of the programme towards outcome. 
  • Conduct quarterly documentation of monitoring and lessons learned report

Facilitate and Conduct the impact assessment, evaluation and annual review activities of the ERRY JP;

  • Facilitate and coordinate the implementation of the ERRY JP Evaluation Plan in accordance with the ERRY joint programme document and update the plan as necessary in consultation with partners and ERRY JP Manager.
  • Facilitate and ensure decentralized evaluations at the PUNOs level and support the management of independent evaluations by the ERRY JCU.

Support the results-based planning to ensure that the results-based M&E are well integrated at the planning stage

  • In collaboration with the PUNOs, manage the preparation and timely submission of ERRY JP Annual Work Plan (AWP), by providing technical guidance and coordination support ensuring the quality of M&E section, the results framework and the evaluation plan.

Support the M&E activities at the PUNOs level and enhance the M&E capacities of the partners.

  • Support and contribute to the M&E activities at the PUNOs/IPs level, including monitoring, evaluation and review activities of the programme and the overall support to the ERRY JP M&E working group.
  • Conduct training for the national partners to enhance their capacities in the areas of Results-based Management, Participatory impact assessment, planning and M&E and Reporting

Enhance the information management of M&E-related documents and data through the use of the M&E database, Share Point and M&E email groups;

  • Develop and establish the M&E database and ensure the usage of the database for the quarterly results monitoring.
  • Ensure that all relevant M&E data and information regularly communicated among PUNOs and JCU

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Development, Economics, Social Development, Public Administration, Agriculture Development, Development Evaluation, or other related field. 

Experience:

  • A minimum of 4 years’ relevant work experience in monitoring and evaluating programmes/projects in the field of development, crisis prevention and recovery and/or humanitarian settings;
  • A Bachelor degree in Development, Economics, Social Development, Public Administration, Agriculture Development, Development Evaluation or other related field along with 6 years of relevant experience will be accepted in lieu of master degree.
  • Good knowledge of results-based planning, monitoring, reporting;  evaluation and programme/project management;
  • Experience as a trainer on M&E;
  • Experiences in developing practical guidance and tools on M&E;
  • Knowledge of UN system programming is desirable;
  • M&E experiences in UNDP and/or other UN agencies are desirable;

Language Requirements:

  • Fluency in both English and Arabic ( Spoken & Written).
