The Development Co-operation Directorate (DCD) supports the OECD Development Assistance Committee (DAC) to carry out its mandate to help increase financing for development and improve the effectiveness of development co-operation for sustainable development. The DCD also provides the Secretariat to the DAC Network on Governance (GovNet) and the Anti-Corruption Task Team (ACTT), and provides Secretariat support functions, together with UNDP, to the Effective Institutions Platform. These networks are communities of practice leading evidence-based analysis, disseminating good practices and innovative approaches, and steering policy guidance to strengthen the results of development co-operation in the area of governance. Under the OECD Development Assistance Committee Programme of Work and Budget (PWB) 2017-2018, Governance Network (GovNet) and its subsidiary the Anti-Corruption Task Team (ACTT), have committed to address the following objectives: (i) Curb “global bads” in support of public sector effectiveness and (ii) Support the implementation of SDG 16 in developing countries. Inclusive and accountable decision-making, sectoral and digital governance have emerged as near term strategic priorities for members of the DAC, and work planning will soon begin on a new PWB for the 2019-2020 biennium.

Improving results in governance for development is facilitated by evidence-based guidance and an open dialogue on effective support for reform in partner countries. The chosen candidate will support the Network’s programme of work and budget, and assist the Network for its work in the forthcoming biennium. S/he will be familiar with international debates on governance practice and thinking (including in relation to the post-2015 development consensus), and be seen as a potential source of expertise by development actors. The work involves interaction with senior officials, and close collaboration with other DCD teams, and other programmes and directorates, particularly with Effective Institutions Platform (EIP), the International Network on Conflict and Fragility (INCAF), the Environment Network (EnviroNet) and the Gender Network, the Office of the Secretary General (OSG) and the Public Governance Directorate (GOV).

DCD is looking for a dynamic and experienced professional to co-ordinate the Directorate’s work on governance and development in collaboration with colleagues in the team. The selected candidate will contribute substantively to the development and delivery of GovNet’s work programme, including taking responsibility for policy development, research and outreach to partner countries, particularly to fulfil the DAC’s commitment on SDG 16. S/he will work under the overall supervision of the Head of DCD Global Partnerships and Policies Division(GPP) and the direct supervision of the Team Lead on Accountable and Effective Institutions.

Main Responsibilities

Co-ordination and implementation of the GovNet work programme

  • Support the implementation of the OECD-DAC’s governance for development commitments under the PWB 2017-2018, and facilitate the preparation of GovNet’s forthcoming work programme.
  • Manage external consultants when necessary in producing research papers and policy documents.
  • Engage with a wide range of partners, both OECD-DAC members and non-OECD bodies, on issues of governance reform and public sector management/oversight.
  • Dissemination of good practices or policy implications to provide the basis for DAC guidance, reference papers or policy statements
  • Carry out any other tasks needed to enable the Governance and Development Team to deliver on its overall

 Analysis  and research

  • Provide analytical and technical expertise on issues of public sector management, integrity and oversight, stakeholder engagement, inclusion and participation, monitoring, and measurement, including in relation to potential indices of
  • Promote effective knowledge management, evidenced based lesson-learning and a results orientation in the Governance Network.
  • Facilitate the delivery of research that strengthens the knowledge base on effective governance programming in development co-operation.

 Planning and organisation of international meetings

  • Support and advise GovNet Co-Chairs, and any Governance related networks, and manage communication and liaison with members;
  • Organise meetings and prepare advance and following up documents for the GovNet /Anti-Corruption Task
  • Facilitate the preparation and co-ordination of any expert groups or meetings.

 Representation and liaison

  • Maintain a dynamic network with key global and local actors on governance and development, particularly those actors working on SDG 16 implementation and action.
  • Maintain close contacts and collaborate with relevant stakeholders, policy and research institutions, both in DAC and non-member countries such as: the World Bank, UNDP’s Oslo Governance Centre; UNDESA, the Open Government Partnership (OGP), the Centre for International Co-operation (CIC), Centre for Global Development (CGD), Overseas Development Institute (ODI), World Resources Institute (WRI).
  • Act as focal point on governance for development within DCD/DAC, and liaise or collaborate with Chairs of Expert Groups, the Development Cluster and other directorates across the OECD, including the Office of the Secretary-General.
  • Represent the Development Co-operation Directorate at relevant international events, and enhance dialogue with non DAC and OECD accession countries.

Ideal Candidate profile

Academic Background

  • An advanced university degree in political science, law, development studies, development economics or another relevant

Professional Background

  • Minimum three, preferably five years’ relevant experience in governance for development international development preferably in a bilateral and/or multilateral context.
  • In-depth knowledge and experience of programming for institutional reform, governance and accountability, and conducting empirical research and diagnostics (including political economy analysis) in developing country contexts;
  • In-depth knowledge and experience working in a national or international aid agency, preferably both at headquarters and in the field would be an advantage.
  • Proven experience of working with diverse and complex stakeholder groups.
  • Excellent written and communication skills, and the ability to represent the Organisation at meetings and conferences.
  • A commitment to continuous professional development and effective team work.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • One-year fixed term appointment, with the possibility of renewal.

 

What the OECD offers

  • Depending on level of experience, monthly base salary starts at either 5,750 EUR or 7,100 EUR exempt of French income tax, plus allowances based on eligibility.
