OBJECTIVE OF THE OFFICE/DEPARTMENT
The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal health coverage. Its work encompasses the following areas\: strengthening health systems governance for social protection in health; strengthening regulatory frameworks and financial protection mechanisms to promote the progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; strengthening national health research systems, and promoting the integration of scientific knowledge into health care, health policies, and technical cooperation; and developing human resources for health.
 
DESCRIPTION OF DUTIES
Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Health Services and Access (HSS/HS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
  1. Collaborate in the defining and implementation of  technical cooperation programs and activities related to monitoring and evaluation of public policies for health systems and services performance;
  2. Provide technical support in the design and implementation of the Universal health monitoring framework;
  3. Coordinate the collection and analysis of indicators for monitoring advances towards Universal Health and health systems performance;
  4. Conduct data mining, literature reviews and analysis to contribute to technical reports, publications, policy briefs and a variety of reports to monitor and evaluate health systems performance and equitable access to health;
  5. Manage large household survey databases from countries and perform analyses of primary and secondary data using statistical software packages;
  6. Provide technical support for the development of national capacities on analysis, monitoring and evaluation, including interpretation of evidence, to improve policy analysis, evidence-informed policy formulation and strategic planning;
  7. Analyze and interpret findings; disseminate summary information and policy briefs on relevant studies within the area of responsibility, ensuring that evidence and information generated in the HS unit are synthesized, summarized and packaged in ways that policy-makers can use and findings can be applied;
  8. Provide technical support to national health authorities to improve capacity for evidence-informed health policy through programs and/or strategies that generate quality data, analyze and utilize available information, and generate relevant knowledge;
  9. Coordinate the development and maintenance of the HSS/HS Exchange platform;
  10. Develop the monitoring and evaluation reports of the PAHO Strategic Plan and Program and Budget in the programmatic areas under the responsibility of HSS/HS; collaborate with other HSS teams and liaise with them to ensure internal coherence;
  11. Support the development of and methodologies for the generation and advancement of knowledge in the area of responsibility;
  12. Collaborate in PAHO's inter-programmatic activities in priority areas related to social determinants of health, public policies, measurement of equity in access to health services, health systems research, and overall health systems performance;
  13. Participate in the preparation of the annual program of work, budget and evaluation reports of the HSS/HS, including the participation in resource mobilization activities;
  14. Support the development of mix methods instruments and indicators to enhance qualitative and quantitative analysis of governance and health systems reform processes toward universal health;
  15. Perform other related duties, as assigned
REQUIRED QUALIFICATIONS
 
Education\:
Essential\: A university degree in a health or social science, information management, or related areas from a recognized institution.

Experience\:
Essential\: Five years of combined national and international experience working in the area of health systems and services information management; monitoring and evaluation, statistical analysis, and/or program evaluation.

Languages\:
Very good knowledge of English or Spanish with working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.
 
IT Skills\:
Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint, Outlook, and software for statistical analysis and health database management.  Other IT skills and knowledge of other software programs such as Visio and Project would be an asset.
 
REMUNERATION
Annual Salary\: (Net of taxes)
US $46,026.00
 
Post Adjustment\: 45.7% of the above figure(s).  This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
