Org. Setting and Reporting

The United Nations Environment Programme (UN Environment) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. At the 1992 Earth Summit in Rio de Janeiro, world leaders agreed on a comprehensive strategy for 'sustainable development'. One of the key agreements adopted at Rio was the Convention on Biological Diversity. The Convention has three main objectives: the conservation of biological diversity, the sustainable use of its components, and the fair and equitable sharing of the benefits from the use of genetic resources. The Secretariat of the Convention on Biological Diversity (SCBD) is located in Montreal and is administered by UN Environment. This post is located in the Convention on Biological Diversity, Implementation Support Division (IMS) at the Montreal duty station.

Under the overall supervision of the Principal Officer of the Scientific and Policy Support Division and direct supervision of the Head of the Access and Benefit-Sharing and Traditional Knowledge Unit, the incumbent will perform the following duties:

Responsibilities

A. Lead and coordinate the implementation of the programme of work for the unit to ensure successful delivery of outcomes.
- Provide leadership, manage staff performance and facilitate deployment of human, technical and financial resources necessary to implement programme of work;
- Oversee and ensure planning, organisation and servicing of meetings under the various programme areas;
- Manage, guide, mentor and train staff under supervision;

B. Develop outreach and partnerships in support of the Programme of Work for the unit and related provisions.
- Provide capacity development opportunities to and facilitate technical and scientific cooperation among Parties and other stakeholders;
- Ensure timely preparation of documents for meetings and the subsidiary bodies;
- Advise senior management and liaise with parties and Bureau in preparation of the meetings;

C. Assist Parties, indigenous people local communities and stakeholders in the effective implementation of the Nagoya Protocol, especially articles related to “associated traditional knowledge”.
- Report to the Executive Secretary and to donors, as appropriate, on budget proposals, programme performance and programmatic issues;
- Collaborate and maintain close collaboration with stakeholders and relevant stakeholders;
- Create and improve awareness for effective participation, conveying decisions of the Parties to the Protocol.

D. Lead and coordinate inter-agency efforts on biological and cultural diversity, in pursuit of the goals of the Convention.
- Ensure and promote regular, adequate and appropriate linkage with other work programmes under the Convention on Biological Diversity under the Clearing-House Mechanism and Clearing-House of the Nagoya Protocol and with relevant organisations, such as UN agencies, non-governmental organisations, academic institutions and businesses to explore and promote effective collaboration, partnerships and synergies for implementation of the Protocol.

E. Undertake other activities as assigned by the Executive Secretary.

Education

Advanced university degree (Master’s degree or equivalent) in environment, education, law, sociology, anthropology, international affairs or other related disciplines is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience

A minimum of ten (10) years of progressively responsible experience, in related project or programme management, administration, evaluation and/or policy development or related fields, is required. Work experience with indigenous peoples and local communities at international level or within the United Nations System is an advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Working knowledge of another UN language is an asset.

Assessment

Evaluation of qualified candidates may include a substantive assessment which will be followed by a competency-based interview.
