OBJECTIVES OF THE PROGRAMME

The programme, Reproductive, Maternal, Newborn, Child and Adolescent Health (MCA), aims to assist Member States in developing whole-of-society approaches to address health and human development needs throughout different stages of the life course, in particular in improving health of newborns, children, adolescents and adults of reproductive age by ensuring universal access to quality, evidence-based promotive, preventive and life-saving interventions at all levels of the health care delivery system and ensuring appropriate linkages to community resources.The MCA in the WHO Lao People's Democratic Republic, refered to as Maternal and Child Health (MCH), aims to assist the Government of Lao People's Democratic Republic, in collaboration with UN partners, international and bilateral organizations, and nongovernmental organizations (NGOs), in the promotion and implementation of the priority health interventions identified in the National Strategy and Action Plan for Integrated Services on Reproductive, Maternal, Newborn and Child Health (RMNCH) 2016-2025 especially, in Xiengkhuang, Houaphan, Salavan, Bokeo, and Bolikhamxay.

 

DESCRIPTION OF DUTIES

Under the overall supervision of the Medical Officer (MCH) and guidance of the Head of WHO Country Office, the incumbent shall perform the following functions\:

1. Provide technical assistance to the RMNCH Sub-committee 4 on Newborn Care in implementing and monitoring its action plans, and in improving quality of care;

2. Provide technical assistance to the government on improving nutrition status, in particular through promoting breastfeeding;

3. Liaise with the government counterparts to facilitate the communication and implementation of the programme;

4. Assist in the interpretation during field trip and translation of related documents; and

5. Assist in any other tasks assigned by the supervisor and the Head of WHO Country Office.

 

REQUIRED QUALIFICATIONS

Education

Essential\: University degree related with maternal and child health and/or public health.
Desirable\: Postgraduate studies and/or training in maternal and child health and/or public health.

Experience

Essential\: Minimum one year working experience in maternal and child health and/or public health in Lao People's Democratic Republic.
Desirable\: Working experiences in WHO or other international agencies.

Skills

Broad knowledge of principles, practices, methodology, and techniques in public health. Significant knowledge and skills in district health program management including maternal and child health. Excellent interpersonal and communication skills, with the ability to work well with, and positively relate to, people at all levels and from diverse cultural and educational backgrounds and orientations. Good understanding of the principles of results-based management and ability to develop plans, organize resources and take actions to ensure objectives are achieved within realistic time lines. Ability to acquire a thorough working knowledge of essential WHO procedures, policies and rules and regulations that support WHO's presence in countries. Ability to work independently and take initiative. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 16,469 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
