The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organisation with 60 years of experience in helping to create a safer and more dignified life for people affected by displacement. NRC advocates for the rights of displaced populations and offers assistance through its core competencies (CCs): Camp Management, Education, Food Security and Livelihoods, Information Counselling and Legal Assistance, Shelter, and Water, Sanitation and Hygiene.

Political instability in Burundi and the Democratic Republic of the Congo has caused a large number of refugees to seek sanctuary in Tanzania. As of March 2017, Tanzania is hosting almost 235,000 Burundian refugees, with a daily arrival of more than 300 persons. To respond to this situation, NRC opened an operational office in Kibondo, North Western Tanzania, in November 2016. It now operates in three camps hosting Burundian asylum seekers and refugees in Mtendeli and Nduta camps and Burundian and Congolese asylum seekers and refugees in Nyarugusu Camp

NRC became Implementing Partner with UNHCR from 1st May 2017 for Camp Management in Nyarugusu and the Camp Management Project Manager (CM PM) is required to establish and implement the Camp Management portfolio in Nyarugusu refugee camp. The CM PM will have overall responsibility for the implementation and reporting for NRC’s camp management activities in Nyarugusu, Tanzania.

Role and responsibilities

Generic responsibilities

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and Core Competency (CC) strategies, initiate and participate in the development of relevant CC projects 
  • Coordinate and manage Camp Management project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the CM PDM    
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Develop and manage project budget (in cooperation with Cs) and coordinate across CCs
  • Ensure capacity building of project staff and transfer key skills, while promoting a culture of learning
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of refugees/asylum seekers in line with the advocacy strategy

Camp-level coordination

  • Establish and strengthen an effective and transparent coordination system in the camp, including coordination of service provision and other defined camp activities.
  • Ensure representation for NRC towards partners and community representatives and develop a continuous and constructive communication with all stakeholders.
  • Ensure roles and responsibilities in the camp are clear and understood by all stakeholders.
  • Develop specific Standard Operating Procedures for various activities in the camp, e.g. flow management at distribution.
    Community Participation and Communication with Communities
  • Ensure participation of the camp population in camp activities with particular emphasis on meaningful inclusion of women, children, elderly and persons with specific needs in decision-making processes.
  • Promote, facilitate and enhance an accountability mechanism towards the camp population, including build-up of complaints and feedback mechanisms.
  • Monitor and ensure that refugees committees and actors working in the camp act and behave according to agree upon Codes of Conduct (CoC) and Terms of Reference (ToRs).
  • Promote the camp population's self-reliance and ownership of decision-making processes through identifying  strategies and project-cycle stages where camp community should be involved.
  • Ensure that accurate and coordinated information is timely shared with the camp population through information and awareness campaigns.
  • Promote and coordinate capacity building activities for the camp population based on needs identified

Camp Information Management and Service Monitoring

  • Set up and Information Management System, including an inventory of existing information
  • Ensure transparent and appropriate information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • Develop and establish camp management monitoring tools and mechanisms to ensure proper camp management and follow up.
  • Undertake the quality control and site monitoring to ensure that services provided are according to international best practice standards and to measure progress against implementation plans.
  • Contribute with ensuring adequate reporting and effective information sharing including by disaggregating data by age and gender
    Access to services for persons with special needs
  • Support the development of effective referral mechanisms in the camp in close collaboration with relevant stakeholders and protection actors.
  • Ensure that services (including distributions, WASH facilities, shelters, etc.) be accessible to groups/persons with specific needs to minimize risk of violence, abuse, exploitation and marginalization.

Capacity Building

  • Upon the PDM's request and with his/her support, contribute to expand among actors working in the camp the knowledge and familiarity with a number of Camp Management related topics/concepts through sessions on roles and responsibilities, humanitarian principles and standards, community participation and information management, etc.
  • Identify NRC staff's needs and develop a capacity building strategy for NRC CM staff by organizing and leading training sessions and specific workshops.

Camp Care and Maintenance

  • Contribute to identify protection risks which could be mitigated through timely and adequate infrastructural interventions and suggest solutions
  • Ensure that infrastructural improvement, repair and rehabilitation of camp infrastructure aimed at improving safety and protection of refugees and asylum seekers within the camps are made according to relevant standards and guidelines.
  • Identify solutions/strategies to promote community participation in care and maintenance activities in the camp and support to create/support care and maintenance committees

Professional competencies

  • Minimum of three years of project management experience, gained from managing camp management projects in camp and camp like-settings; especially in protracted scenarios.
  • Results-oriented attitude, with the ability to establish and supervise technical lines, promote communication, knowledge sharing and culture of learning, manage multiple work streams while ensuring quality.
  • Ability to assess institutional and professional capacity, design capacity development strategies, and deliver organisational and staff development through a variety of means, including formal and informal training, mentoring, coaching, on-the-job training and workshop facilitation.
  • Ability to rapidly understand the policy, strategic and institutional environment and to provide contextually appropriate and achievable technical advice.
  • Understanding and experience of project monitoring, evaluation and reporting, with the ability to design effective M&E tools and train implementation staff in their use, and to use evidence to enhance project design and management.
  • Strong understanding and proved experience in developing participatory approaches
  • Sound interpersonal, verbal and written communication skills, with in particular the ability to write concise, accurate reports in easily-understood language.
  • Commitment to participatory and inclusive methods of working.
  • Excellent interpersonal skills and demonstrated ability to establish effective and working relations with national staff members and other stakeholders.
  • Experience living and working in cross-cultural, multi-sector, insecure, and/or remote environments
