CARE is seeking an Emergency Response Program Manager, who will be based in North East Syria and will report to the Deputy Director of Programs. He or she will be responsible for managing, implementing and monitoring CARE’s emergency programming in North East Syria – gender sensitive programs focused on emergency response distributions and shelter. Under the guidance of the Deputy Director of Programs, the Emergency Response Program Manager will lead on representation of CARE with relevant program stakeholders in this region, ensuring that CARE’s core values are promoted and procedures are complied with. S/he will manage day-to-day communication with field teams and providing general guidance on field activities implemented by staff and/or partners.

The Emergency Response Program Manager will lead the development and implementation of the emergency program strategy to ensure CARE’s intervention is timely, effective and relevant to a range of needs and incorporates a gender focus in all aspects of programming. S/he will manage multiple project managers, providing training, mentoring and capacity building for CARE staff and potentially for partner agencies as well.

Qualifications:

• Bachelor’s degree in a relevant field (Emergency Management, Public Administration, Business Administration, Developmental Studies, Logistics, etc)

• 3-5 years of experience working with an INGO in emergency programming or programming with significant distribution activities

• Strong experience in capacity building and training

• Understanding of the key strategies and principles of emergency programming, Sphere, Core Humanitarian Standards, gender in emergencies
