OBJECTIVES OF THE PROGRAMME

The Global TB Programme aims to advance universal access to TB prevention, care and control, guide the global response to threats, and promote innovation. Specifically, it (1) provides global leadership on TB prevention, care and control through the WHO End TB Strategy; (2) develops evidence-based policies, strategies and standards for TB prevention, care and control, and monitors their implementation; (3) jointly with 6 WHO regional and country offices, provides technical support to Member States, catalyses change, and builds sustainable capacity; (4) monitors the global TB situation, and measures progress in TB care, control, and financing; (5) shapes the TB research agenda and stimulates the generation, translation and dissemination of valuable knowledge; and, (6) facilitates and engages in partnerships for TB action.The TB/HIV and Community Engagement (THC) Unit works to advance universal access to TB prevention, treatment and care through innovation and integration and the development of relevant policies, strategies, guidelines and tools including defining the priority research agenda in TB/HIV, latent TB, and community based TB activities. The Unit provides technical support to regions, initiates new approaches in countries and widely disseminates findings from analytical and policy-related work and promotes the implementation of policies on collaborative TB/HIV activities, integrated community based activities, mother and child health (MCH) integration, latent TB management as well as NGO and civil society partners engagement in TB care.

DESCRIPTION OF DUTIES

1. Under the general supervision of the THC Coordinator, to conduct high quality analytical work and policy development for accelerated implementation of collaborative TB/HIV activities including the management of latent TB infection for HIV negatives and people living with HIV in close collaboration with other key stakeholders.

2. To provide technical leadership for the accelerated implementation of collaborative TB/HIV activities with particular emphasis on TB prevention, diagnosis and treatment for people living with HIV including the promotion of priority research agenda on TB/HIV and Latent Tuberculosis Infection (LTBI).

3. Ensure provision of satisfactory technical assistance to Regional Offices and Member States, to improve basic TB control in general, programmatic management of latent TB and collaborative TB/HIV activities.

4. Carry out other duties and responsibilities to contribute to the leading role of WHO in the global response to address latent and HIV-associated TB.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced level University Degree (Masters level or above) in Medicine, or medical sciences.
Desirable\: Postgraduate degree in Public Health/Communicable Diseases. Training in TB and/or HIV or research methodology or prevention of TB.

Experience

Essential\: At least ten years of progressively responsible professional experience in the prevention and control of TB and/or HIV/AIDS, including experience in the management of HIV associated TB and/or latent TB. Experience managing diverse teams; some experience in an international context.
Desirable\: International experience in working with UN and/or international NGOs, bilateral and multilateral agencies. Experience of working in TB/HIV research and development of networks.

Skills

Knowledge of public health and infectious disease control policies and health systems; knowledge of TB and HIV policies and programmes preferably the management of latent TB infection and HIV associated TB. Demonstrated integrity, diplomatic skills and discretion, and high level of ability as a team player in international collaborative environment. Proven ability to write clear strategic and technical health-related documents, and excellent writing skills in English with proven peer reviewed publications. Strong analytical and problem-solving capabilities. Skills in strategic planning, policy development, management of projects, implementation, monitoring, and evaluation; research; training and network development.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 84,721 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6022 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
