The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization experienced in helping to create a safer and more dignified life for refugees and internally displaced people. In the light of the high influx of migrants to the Greek islands, NRC has started an emergency response programme on the island of Chios in mid-October 2015. NRC directly assisted over 70,000 refugees and migrants, working together with the Greek authorities, humanitarian actors and volunteers to set up and maintain a dignified and efficient flow of refugees from arrival at the beach, via registration and reception facilities, to departure by boat or plane to mainland Greece. The purpose of the Shelter/WASH Coordinator position is to implement the Urban Housing project with a focus on its sustainability.

Job description

  • Line management of Shelter/WASH urban housing staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to Urban Shelter strategy development, project proposals and provide input on needs and gaps
  • Manage and implement Shelter/WASH urban housing project (activities, budget and project documentation) as delegated from AM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to Area Manager
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategyEnsure appropriate planning and implementation of Urban Housing Project and propose innovative alternatives and solutions, to achieve the outcomes.
  • Support team with follow-up on referrals, issues, and gaps identified during project implementation
  • Support the technical officer in developing IM and mapping tools related to the project
  • Support technical officer in refurbishing and construction works for other Core Competencies.

Qualifications

  • Experience from working within technical expertise area in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Shelter/Wash expertise
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Proven experience in integrating protection and vulnerability analysis in previous work
  • Previous experience in start-up projects
  • Understanding of the Refugee crisis in Greece
  • At least 3 years of managerial Experience
  • At least 3 years of experience in construction, design and supervision
  • Post Graduate Studies in Civil engineering/architecture and certification according to the Greek law
  • Fluency in Greek, both written and verbal
  • Very Good knowledge of construction related Greek normative and regulations
  • Excellent proficiency in Office package, Autocad and Sketch up or similar application
  • Working knowledge of Arabic or Farsi is a plus
