Start of Contract & Duration: ASAP until end of December 2017.

 

Background

DRC has been providing relief and development services in Yemen since 2008. Using a right-based approaches, DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters. Programs include protection, livelihoods, shelter and mine risks education, amongst others. DRC has offices in Sana’a and Aden and several sub-offices throughout Yemen. Programming has recently expanded throughout the country in 2014.

Purpose

The Intern- Liaison & Safety responsibility is to monitor the overall safety situation, track staff movement, ensure safety regulations are applied at all levels, and provide sound and timely advice to DRC/DDG staff and management in order to support the secure and efficient delivery of program activities in Yemen.

Key Responsibilities:

  • Under the supervision of the LSO ensure the proper process in the visa application process.
  • Assist with the implementation of regional safety policies, safety rules, and standard operating procedures (SOPs) related to the safe implementation of program activities.
  • Assist in tracking of access and operations and in monitoring of staff field movements.
  • Carry out tasks with regard to information sharing between the relevant actors within assigned areas of operations.
  • Collect, verify, analyze, and submit timely and regular reports to LSO regarding issues that affect, or may affect DRC/DDG operations.
  • Deliver required documentations which are required by DRC/DDG staff and visitors for concerned authorities in order to obtain visa.
  • Assist the LSO with required documentations in order to meet the requirements by MOPIC regarding registration of organization and sub-agreements.
  • Assisting LSO and Ops Manager when conducting safety training and also facilitating PAST training with them. In addition, supervising Security guards while LSO is out and act on his behalf while is away.
  • Monitor the evolving situation in specified tasked areas of DRC/DDG operations in coordination with other INGOs.
  • Assist in training on safety procedures, security awareness, access and counter-surveillance, mission planning, first aid, and fire safety for all program and field staff.
  • Assist LSO in incident and emergencies by carrying out assigned tasks in order to maintain prompt action and support for staff.
  • Carry out building and guards and vehicles check as assigned by LSO.
  •  Assist in monitoring that access controls are in place for all DRC/DDG facilities.
  • Advise and assist the procurement and issue of safety equipment.
  • Conduct regular field site assessments and advise on mitigation measures.
  • Carry out other activities as requested by the LSO or Operations Manager.
  • Other duties assigned by the Area manager or his/her designate.
  • Confirm that all new staff and visitors have completed their Travel Clearance Requests (TCRs).
  • Update the area manager on the Visas status
  • Confirm that all visitors have Visitor IDs and that all expected visitors list submitted by each departments.
  • Confirm that all panned staff movements are indicated on the Movement Boards (International departure /arrivals, leave dates, etc.) and that all field movements are pre-approved, tracked (via regular phone check-ins), and followed up with a post-trip briefing.
  • In the absence of LSO, distribute advisories to all staff and senior management team members, including SMS alerts, phone alerts, and email alerts.
  • Ensure that DRC drivers conduct daily vehicle checks prior to travel in consultation with logistics department.
  • Perform daily rounds to check DRC compound for any problems (perimeter lights, walls, generator, spare fuel, trash, fire extinguishers, smoke detectors, etc.) report the same to the LSO.
  • Check on guards (are they performing their duties, on time, log books filled, etc.) and confirm guard performance in field locations.
  • Check that First Aid kits are fully equipped and accessible to all staff (in vehicles, staff house, offices).
  • In the absence of LSO, Receive weekly update from all DRC field offices and complete Weekly Safety Situation Report email to the Ops Manager
 


Successful applicants will be able to demonstrate: 

  •  A workable and fluent command of spoken and written English
  •  Some competency in computing: Microsoft Word, Excel and Email software
  •  A good understanding of refugee, migration and protection-related issues
  •  Health Safety and Environment (HSE) training is a big advantage
  •  A good understanding of local politics and history
  • Previous experience in safety and security or in liaison with authorities 
  •
