OBJECTIVES OF THE PROGRAMME

The World Health Organization's Department of Reproductive Health and Research (RHR) includes the UNDP-UNFPA-UNICEF-WHO-World Bank Special Programme of Research, Development and Research Training in Human Reproduction (HRP). HRP is the main instrument within the United Nations system for identifying research priorities on sexual and reproductive health and rights; for promoting, conducting, evaluating and coordinating related interdisciplinary research; for collaborating with countries to build national capacity to conduct research; and for promoting the use of research results in policy making and sexual and reproductive health programmes. The Department draws on research and global expertise to set norms and standards and develop global guidelines on sexual and reproductive health and rights. DESCRIPTION OF DUTIES

1. Develop and implement fundraising strategies for the Special Programme.

This will include\: (i) ensuring a systematic and planned approach to regular interaction with donors, including briefing meetings, preparation and submission of proposals, reporting, and timely acknowledgement of receipt of funds; (ii) generating proposals, reports and other information to be submitted by the Special Programme to donors and potential donors; (iii) ensuring the highest quality of proposals, including both technical content and presentation, financial reports and briefing materials submitted to donors; (iv) researching, establishing links with and developing a portfolio of offerings for appropriate charitable foundations and other potential donors.

2. Strengthen the fundraising capacity of HRP staff including the establishment of subgroups able to play an active role in assisting with resource mobilization activities, by\: (i) commissioning training needs analysis as to additional skills and support selected professional staff would require, enabling them to be more proactive in resource mobilization; (ii) supporting Regional Advisers and country staff to identify potential funders and to develop proposals, in collaboration and harmony with central WHO resource mobilization activities; (iii) organizing relevant training.

3. Manage effective resource mobilization.

The incumbent will\: (i) work with Director and Team Coordinator to ensure that resource mobilization planning is based on relevant Programme strategy documents and work plans; (ii) prepare and manage budget and work plan for department resource mobilization activities; (iii) work with finance and support staff to ensure maintenance of schedule of reporting requirements for specified projects and timely reporting; (iv) liaise with responsible staff to help ensure effective project implementation of active projects in line with donor expectations.

4. Strengthening communications for fundraising in order to raise the profile of the Special Programme among existing and potential donors. Collaborate with Cluster and Departmental communications staff.

The incumbent will\: (i) develop range of English language information materials for use in resource mobilization;(ii) provide research, writing and editing support to Director and Team Coordinator for resource mobilization writing needs.

5. Collaboration on inter-departmental and inter-Cluster responsibilities. Work with Cluster staff on proposals, prepare for annual donor meetings.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced level university degree in communications, marketing, business administration or public administration or other related area.
Desirable\: Studies or degree in public health.

Experience

Essential\: At least 7 years' experience in fundraising, including substantial work in fundraising for health and in the international area. A proven track record in raising major gifts from the private and/or foundation sector. Experience in raising funds from governmental sources.
Desirable\: Experience in planning, implementing and evaluating information and communications projects/strategies. Understanding of WHO mandate and goals as related to sexual and reproductive health.

Skills

Extensive knowledge of fundraising with the public/international or private sectors. Knowledge of resource mobilization mechanisms in the UN system. Capacity to encourage team work, motivate others and to work under pressure while producing results. Ability to "think out of the box" and to develop innovative fundraising initiatives. Strong interpersonal and diplomatic skills in dealing with senior government and foundation officials. Ability to guide, support and motivate colleagues at all levels to work towards common goals in resource mobilization. Ability to conceive and produce visually appealing communication material. High level of judgement and responsibility. Good oral presentation skills. Ability to write and edit clearly and convincingly in flawless English. Ability to work proactively, independently, and under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5022 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
