UNICEF GSSC is looking for a Procurement Officer to manage the supply operations of the Centre. The Procurement Officer will be responsible for planning, procurement, contracting of UNICEF supplies and services and for supporting the Centre and its different sections. The Procurement Officer will also advise on matters of procurement and contracting. This role will report to the Chief of Operations.

How can you make a difference?

UNICEF GSSC is looking for a Procurement Officer to manage the supply operations of the Centre. The Procurement Officer will be responsible for planning, procurement, contracting of UNICEF supplies and services and for supporting the Centre and its different sections. The Procurement Officer will also advise on matters of procurement and contracting. This role will report to the Chief of Operations.

This will involve:

1. Provide procurement services for GSSC

• Responsible for procurement of commodities and services, and monitoring of all upstream supply activities.
• Advise on supply requirements and develop Supply plan. Provide technical advice on specifications/Terms of Reference, facilitating efficient procurement.
• Ensure development of appropriate evaluation criteria, solicitation, evaluation of offers, negotiation and formulation of contracts and long-term arrangements (LTAs) with suppliers and contractors.
• Ensure accurate evaluation of supplier performance on the basis of quality of services rendered, product acceptability and delivery record
• Maintain links with Supply Division on procurement issues related to supply manual/roles and regulations.

2. Provide market updates and advise on procurement of goods and services

• Conduct market research including supplier and partner/service provider’s capacity assessments.
• Establish and maintain supply source and availability plans. Propose supply strategies and actions decisions on offshore and local procurement.
• Ensure continuous information on local sourcing and availability options, feeding into source and availability plans. Corresponds with suppliers to confirm deliveries and feed/update into current delivery schedules.
• Work closely with relevant colleagues to identify needs and ensure accurate forecasting.
• Ensure preparation of supply status reports required for donor reports, budget reviews, programme analysis, annual reports, funding appeals etc.

3. Advise on policy, interpretation and accurate application

• Interpret and apply supply policy and procedures and implement in a timely manner to support centre operations. 
• Ensure integrity, standards and accountability monitoring by implementing sound, accurate supply and logistics management systems, procedures, documentation and accurate reporting.
• Establish appropriate processes adjusted to local context and needs of the centre, while respecting UNICEF procurement principles and policies
• Keep abreast of policy changes and best practices

4. Partnership building

• Ensure effective collaboration with Supply Division, internal partners, and external counterparts through coordination, communication and networking.
• Ensure collaboration with other UN agencies through, joint tendering, piggybacking and other forms of harmonizing the procurement process within the UN.

5. Any other duties as assigned by Supervisor.

As an advocate for every child, you will have…

• Advanced university degree (Master's Degree or equivalent) in Supply Chain Management, Business Administration, Management, International Economics, Engineering, International Development, Contract/Commercial Law, or areas directly related to logistics operations or UNICEF programme is required.
• A first university degree (Bachelor's Degree or equivalent) combined with demonstrated professional work experience and understanding of relevant functions may be considered in lieu of advanced university degree, preferably combined with credited courses or certifications from relevant professional bodies in supply chain management, procurement, contracting and logistics.
• Minimum of one year of progressively responsible professional work experience at the national level in supply management is required.
• Fluency in English (verbal and written) is required.
• Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is a strong asset.
• Knowledge of the local language of the duty station is required.
• National Officer (NO) staff are nationals of the country in which they perform functions of a technical and professional nature. Eligible applicants are nationals of Hungary.  National Officer staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements.  UNICEF does not facilitate MFA accreditation for locally recruited staff.
