The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

Protection Coordinator

The Protection Coordinator will be responsible for supporting the Area Manager with protection mainstreaming within the Mosul Area Office and other sub-offices, in line with NRC’s Protection Policy and global protection standards.  The Protection Coordinator will work with programme and support teams to develop protection mainstreaming tools and guidance to ensure protection is integrated within programme cycle management and will support staff and contractor capacity building through trainings and awareness raising sessions on minimum protection standards.

 

The Coordinator will identify gaps in terms of field-based protection support and support Protection Focal Points.  The Protection Coordinator will hold regular meetings with identified Protection Focal Points to ensure quality in NRC’s response to protection cases. The Coordinator will develop strong working relationships at area office level, also coordinating at the Erbil level as required. The Protection Coordinator will provide regular context analysis updates on key protection trends to the Area Manager and programme managers. 

Role Specific Information

  • Ensure compliance with NRC (global and national) policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these.
  • Support in the development of systems and SOPs and make sure they are implemented accordingly.
  • Identify, analyse and evaluate key processes and gaps in the team activities and make recommendations for improvement.
  • Liaise and coordinate with relevant NGOs, local authorities and other stakeholders as required.

  • Support the implementation of NRC’s Protection Policy and global protection mainstreaming standards within the Area Office, working with the Area Manager and PMs.
  • Support in the development of protection mainstreaming tools and guidance, and continually update protection mainstreaming action plans to ensure integrated and safe programming.
  • Support the training, capacity building and mentoring of field staff and awareness raising of non-staff (contractors and incentive labour) on minimum protection standards.
  • Identify, train, and mentor a national Protection Officer/Coordinator who can take up the role within the contract period, in line with NRC’s efforts to capacity build and nationalise positions.
  • Identify gaps in terms of field-based protection support to ensure support to programme management on specific programme initiatives and staff mentoring.
  • In coordination with NRC department managers, identify and train Protection Focal Points to ensure quality protection referrals in line with NRC internal SOPs.
  • Develop strong working relationships within Mosul and beyond with external protection actors and referral partners.  Represent NRC at the field level (and at Erbil level when required) in protection coordination meetings.
  • Produce regular context analysis updates on key protection trends and contribute to programme development discussions.

Our Ideal Candidate:

A university graduate in a relevant field, with experience working as a protection officer/coordinator in humanitarian/recovery settings and especially in complex and volatile environments.  Our ideal candidate will be organised, work independently and proactively with limited daily support / supervision.  A multi-tasker who will work with short deadlines.  He/she will have experience in coordination and liaising with external actors and will be skilled at developing and delivering protection trainings.  Fluency in English, both written and verbal, is required.  Proficiency in Arabic and previous work experience in the Middle-East and Iraq will be a distinct advantage.

Contract period: 6 months 

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Mosul (with 30% travels)

Approved health certificate will be requested before contract start
