Consultancy opportunity: Review of the Rapid Secondment Mechanism for Civilian Capacity to the AU Commission

 

The Norwegian Refugee Council/NORCAP is looking for a consultant(s) to conduct a review of “the Rapid Secondment Mechanism (RSM) for Civilian Capacity to the African Union (AU) Commission”. Please see attached TOR.

 

The RSM was established as a joint project between the AU Commission, the Royal Norwegian Embassy in Addis Ababa and the Norwegian Refugee Council in 2013. The purpose of the project was to support the AU Peace Support Operations Division (PSOD) to strengthen its response capacity with regard to civilian capacity and make civilian capacity available to the Regional Economic Commissions (RECs)/RMs and AU-mandated peace support operations.

 

The review should preferably be conducted within February 2018, with the final report due by March 2018. The total number of working days is estimated at 15 days.
