The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC in Iraq

The unfolding crisis in Iraq is one of the most complex humanitarian emergencies in the world today, with millions of uprooted Iraqis, and hundreds of thousands of Syrian refugees. For the past several years, millions of people have been displaced from and within Iraq as a result of military operations. At the end of 2015, the Iraqi Security Forces (ISF) began a military operation to enter and retake control of parts of the country under the control of armed opposition groups, especially in the Anbar governorate. Civilians have been caught in the crossfire. 

NRC has been present in Iraq since 2010, with offices located in Baghdad, Erbil, Dohuk, Kirkuk and Mosul.  We have scaled up our response across Iraq to meet the large-scale crisis facing the country, reaching Iraqis with emergency assistance and supporting Syrian refugees as they live in exile.  Our goal is to always be prepared to work in new settings, so we are establishing more local partnerships in Iraq.  Additionally, NRC is part of the UNICEF and WFP-led Rapid response mechanism (RRM), which enables us to reach newly displaced populations with the most urgent life-saving assistance.

Today, NRC is one of the biggest cash providers in Iraq. Our emergency assistance also includes distributing food rations, hygiene kits, water and basic non-food items (NFIs). In the winter months, we also provide blankets and heaters.  We pay particular attention to gender equality and ending gender-based violence (GBV).

More recently NRC in Iraq has been responding to the ongoing Mosul crisis, where it is estimated that 1.2 million people are in grave danger.

 

 

Security Manager

Role Specific Information

  • Develop and implement NRC’s Security Management System at area level.
  • Conduct Security Risk Analyses according to minimum operational security standards.
  • Minimize security risks to NRC operations.
  • In collaboration with Access and Programme colleagues, conduct security assessments to new locations within NRC’s area of responsibility.
  • Communicate and cooperate with relevant external security actors.
  • Prepare reports as required.
  • Manage and supervise national security staff at the area office.
  • Develop the capacity of the national security staff in safety and security risk management.
  • Develop and update standard operating procedures and contingency plans.
  • Quality assurance and implementation of NRC’s Security Management System.
  • Advise the Area Manager and other staff about security developments.
  • Identify and propose possible mitigation measures to Area Manager.
  • Advise on all safety and security related matters.
  • Produce short and long term assessments, and projections related to contextual developments, relevant dynamics and actor mapping.
  • Liaise on safety and security issues with relevant external actors.
  • Collect and exchange information with external actors (military, UN agencies, other NGOs and local authorities).
  • Develop, review and test communication procedures and protocols.
  • Develop and supervise briefings, seminars, drills and trainings for staff.
  • Provide support and coordination in gaining access approvals through the Joint Crisis Coordination Centre.
  • Lead on procurement of safety and security related equipment. 
  • Ensure frequent checking of safety and security equipment in the office, vehicles,
  • As required, accompany and support staff in conducting assessments and in activity set-up throughout the area of responsibility.

 

Our Ideal Candidate:

University graduate in relevant field, with a minimum of 5 years of experience from working as a Senior Security Manager in a humanitarian/recovery context. Experience working in complex and volatile situations, particularly in high risk areas in the Middle East. Expertise in responding to humanitarian emergencies, establishing security policy procedures, conducting security assessments, and documented results related to the position’s responsibilities.  A seasoned leader who will manage and build up the technical capacity of our security national staff. Fluency in English, both written and verbal; Arabic is an advantage.  Valid driver’s license.

We are particularly looking for a humanitarian professional with strong security background particularly with recent experience working with UN or INGOs.

Additional Information:

Contract period: 6 months (possibility of extension)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Mosul, Ninewah province (with coverage of Hamam Al Alil sub-office), 10-15% travels

Approved health certificate will be requested before contract start
