OBJECTIVES OF THE PROGRAMME

The main objectives of the HIV/Tuberculosis/Hepatitis Unit in the WHO Representative Office in Zimbabwe is to assist the Ministry of Health & Child Care (MOHCC), particularly the National TB and Leprosy Programme (NTLP) and other relevant institutions and partners in developing their initiatives by building and consolidating their capacity to plan, implement, monitor and evaluate TB control activities as well as to strengthen coordination among different partners and stakeholders

DESCRIPTION OF DUTIES

-->Under the direct supervision of the WHO Representative, the incumbent is expected to perform the following duties\:•Provide technical advice to MOH/ NTP programme in articulating policies and programmes that accelerate and intensify the prevention, treatment and care for TB, MDR TB, TB/HIV in order to ensure the attainment of SDG goals and the Global End TB Strategy•Provide technical support in formulating and implementing localized and comprehensive national plans for implementing the WHO End TB Strategy •Support the development of national TB guidelines, training materials and tools which are aligned to WHO, other international standards and best practices for implementing TB, MDR-TB, TB/HIV activities•Support introduction of new TB/ MDR TB diagnostic technologies, new TB medicines through promoting policy dialogues on programme areas that require change or innovation in programme implementation;•Support introduction and systematic decentralization of MDR TB services in order to scale-up universal coverage of these services ensuring monitoring and external quality assurance (EQA).•Provide guidance in identifying and implementing cross-cutting interventions that strengthens the TB control programme and related resilient systems strengthening for health (RSSH) elements particularly the integration of laboratory and surveillance activities•Assist in designing initiatives to enhance a multi-sectorial response, civil society and community approaches in TB control including implementing relevant M&E to monitor the contribution by other stakeholders • Support NTP to implement a public health, evidence based, data driven and human rights compliant TB and HIV response ensuring expansion of relevant key services within the context of universal health coverage (UHC) and identifying of vulnerable populations and geographical areas •Support TB based research to identify innovative strategies which will inform national policies, strategies and strengthen the surveillance, prevention and management of TB • Promote initiatives to enhance private public mix in TB , MDR-TB control, fostering joint TB/HIV collaborative activities•Support mobilization of resources to support implementation of TB activities, including development of Global Fund grant applications, monitoring and evaluation of the implementation of the grant, Challenge TB and other donor supported activities•Provide support to NTP to perform regular monitoring and evaluation, reviewing performance of the TB programme, establishing a comprehensive M& E system and the use of eHealth to enhance TB programming•Support NTP to compile, publish and disseminate regular national and global TB reports including providing feedback to implementing partnersRepresent WHO in meetings and events organized by NTP and other partners;Perform other related duties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential\: University degree in Medicine from a recognized university with a post graduate training in Public Health or equivalent
Desirable\: Training in TB, MDR TB

Experience

Essential\: 5 years experience at provincial or national level in planning, training, surveillance and implementation of public health activities in particular TB control. Experience in writing proposals and reports
Desirable\: At least 2 years experience in HIV/AIDS control including experience in monitoring programme performance and develop mitigatory measures to address any issues

Skills

Skills in planning, training, monitoring, and evaluation of interventions, and in developing locally adapted tools. Ability to interact with health professionals at various levels and work with government officials, non-governmental organizations and international agencies. Wide knowledge in the prevention and control of communicable diseases, with particular reference to tropical diseases, epidemiological skills, including basic research methodology..

REMUNERATION

Remuneration comprises an annual base salary starting at USD 60,604 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
