We are looking for a highly qualified, self-motivated Programme Coordinator who is able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.  

Danish Refugee Council (DRC) and its specialist community safety unit, Danish Demining Group (DDG), have worked in Sudan since 2004 and in present-day South Sudan since 2006. Initially, the ‘sister branches’ worked completely independently but, since July 2012, DRC and DDG have been fully merged in South Sudan for two reasons: To ensure cost efficiencies and to harness the strengths of both programmes which during situations of emergency and recovery address the rights to security, protection, basic needs, and community driven recovery.

About the job

DDG’s Programme Coordinator is a central position in the operation, as s/he is the main Juba-based focal point for everything relating to DDG’s portfolio and links field and Juba, and Juba with Copenhagen HQs. The purpose of the position is to ensure that DDG South Sudan develops its work to create safe communities according to identified needs, and ensure that funding is available to carry out the proposed activities. The Programme Coordinator will, in close collaboration with DRC focal points, ensure that all contractual and grant management deadlines and requirements are fulfilled, as well as supporting programme implementation and quality management. In order to fulfil those tasks and ensure the sharing of program information, the Programme Coordinator will serve as the link between DDG field staff and the Juba country office, and between the country office and the Copenhagen HQs.

Management

The Programme Coordinator reports directly to DDG’s Programme Manager (PM) and in the absence of the PM to DRC/DDG’s Country Director. The Programme Coordinator will work directly with DDG Technical Field Managers, DDG M&E Officer as well as all DRC Department representatives.

Specific duties

The specific responsibilities of the Programme Coordinator position are, but not limited to:

  • Responsible for furnishing Concept Notes and Proposals for both Mine Action and Armed Violence Reduction programming in close collaboration with the Programme Manager for both DDG stand-alone programmes and DRC/DDG integrated programmes.
  • Analyse the Armed Violence Reduction programme methods from DDG Global unit for suitability in the South Sudan context and build on country specific frameworks and accompanying manuals for implementation.
  • On a yearly basis facilitate the development of DDG’s strategic direction for South Sudan, with input from DRC/DDG CD and DDG Programme Manager.
  • Ensure programme and operations information is saved in correct formats and stored appropriately (eg. reporting, proposals, strategy documents, progress data) and shared when required to donors, HQs and other recipients.
  • Ensure all DDG’s grant budgets are reviewed on a monthly basis by the DRC/DDG finance department, and determine whether spending rates are on track, budget lines are used correctly, and any re-bookings are required.
  • Support the Programme Manager as required, e.g. point of Contact for DDG related meetings when Programme Manager is unavailable (e.g. Protection Cluster, NMAA, UNMAS and donor meetings). 
  • Support the Programme Manager in the DRC/DDG integrated activities, ensuring smooth and effective processes and operations.
  • Support the DDG field activities with programme related, logistical, finance and admin support as required and in cooperation with DRC/DDG support functions. Occasional field visits to support the operational teams will be required to ensure logistical, financial, and administrative support is properly provided to the field operations.

About You

Requirements

  • A minimum of 3 years of relevant working experience with humanitarian international NGOs, UN agencies or donor agencies.
  • Practical experience of programming in the field of human security, including mine action, armed violence reduction, security sector reform and/or peace-building.
  • Proven work experience in programme and support services management and development.
  • Proven skills in proposal writing and budgeting.
  • Preferably a post-graduate degree in Social Sciences, Law, International Development, International Relations or related areas, or proven work experience in the relevant fields.
  • Fluency in written and spoken English.

We offer

Duty station: Juba, South Sudan, with frequent travel to DDG’s project sites. En-suite accommodation in the purpose-built DRC-DDG compound in Juba is provided, as is accommodation at project sites.  

Contract:12 months - with a possibility for extension, subject to funding and performance. Salary and conditions in accordance with DRC’s Terms of Employment for Expatriates (please refer to www.drc.dk under Vacancies). This position is offered at salary level A14 and attracts a generous R&R benefit in addition to five weeks of paid annual leave. Start date: 01 February 2018
