The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC is a project-based organisation. The Project Cycle Management Framework guides how NRC delivers its projects to achieve its mandate. The Strategic Planning and Development Section SPD is part of the Organisation Development Directorate and is the entity in NRC responsible for ensuring that the NRC’s PCM framework (the Framework, tools and guidance) is developed and updated according to the organization’s needs. SPD is also responsible for developing the approach and tools to build capacity across the organization to ensure the implementation of the PCM framework.  Lastly, SPD will report to NRC’s senior management on the status of PCM framework implementation.

The PCM Adviser is responsible for ensuring that SPD fulfils its role mandate in regards to PCM described above.  For this, the PCM adviser will:

JOB DESCRIPTION

  • Design, plan and conduct the development and improvement of PCM framework based on organisational needs and strategy.
  • Design, plan and ensure the operationalisation of PCM at the Head Office and Representation Offices including the management of change management activities relevant to PCM.

  • Analyse the use of PCM framework in NRC, implement improvements to the PCM guidance and tools.

  • Establish organisation wide methods for relevant organisational systems and guidance to integrate PCM.

  • Collaborate with relevant departments/units/roles in the development and rollout of Project Management Information System, data management system and Accountability to Affected Populations framework in relation to PCM.

  • Inform and advise NRC management on the elements that enable or impede sound project management in the organization.

  • Develop and maintain the PCM learning concept, guidance and tools.

  • Support Regional Offices in Capacity building activities framed within the PCM learning concept.

  • Research and analyse trends and developments externally within the area of PCM.

  • When requested represent NRC externally in PCM related meetings with donors, NGO’s, networks

  • Other tasks related to PCM development, capacity building and improvement.

QUALIFICATIONS

  • Minimum 5 years of relevant experience in a relevant field (eg project management, change management, organisational development)
  • Knowledge of and experience with different NRC departments as well as NRC organisational structure is strongly preferred.

  • Experience from working with complex projects

  • Professional knowledge of project management, M+E and organisational development processes

  • Administrative and financial skills

  • Field experience

  • Fluency in English, both written and verbal
