OBJECTIVE OF THE OFFICE/DEPARTMENT
The Communicable Diseases and Health Analysis Department (CHA) promotes, coordinates, and implements technical cooperation activities directed toward the surveillance, prevention, control, and elimination of communicable diseases and zoonosis that are technically sound and appropriate for the political and sociocultural context in which they are implemented.  It strives to achieve a sustainable impact on health by providing normative guidance, furthering the implementation of evidence based interventions, and fostering alliances that strengthen country capacity, improve the effectiveness of inter-country collaboration, and facilitate policy and decision making processes through improved health information coverage, analysis and quality at all levels.
DESCRIPTION OF DUTIES
Under the general supervision of the Director, Communicable Diseases and Health Analysis (CHA), and the direct supervision of the Advisor, Antimicrobial Resistance, the incumbent is responsible for, but not necessarily limited to, the following assigned duties\:
1. Contribute to activities of the Antimicrobial Resistance (AMR) Program, with specific emphasis on surveillance and control of antimicrobial resistance to facilitate implementation of the Organization’s program of work;
2. Collaborate in the improvement of the national and regional AMR surveillance, specifically in the data collection, “cleaning”, verification, storage and analysis;
3. Collect official data from countries on AMR, as well as additional complementary data from primary or secondary data sources,  and maintain the AMR regional databases /data analysis systems;
4. Identify, analyze, and interpret trends or patterns in those AMR complex data sets;  analyze results using statistical techniques and provide ongoing reports;
5. Develop and/or improve databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality; identify and define new process improvement opportunities;
6. Support the strengthening of AMR surveillance systems in laboratories, hospitals and health care facilities to support early detection of resistance patterns or trends using WHONET®;
7. Collaborate to improve national and regional disease surveillance and response, specifically the detection and reporting of antibiotic resistance in the context of the Global Antimicrobial Resistance Surveillance System (GLASS);
8. Collaborate with relevant stake holders for prioritizing information needs; 
9. Collaborate with the preparation and implementation of work plans on AMR interventions, including writing proposals and technical publications and reports;
10. Perform other related duties as assigned.
REQUIRED QUALIFICATIONS
Education\:
Essential\: A bachelor’s degree in one of the health sciences from a recognized institution.
Desirable\:  Specialization in biostatistics or public heath would be an asset.

Experience\:
Essential\: Five years of combined national and international experience working in data analysis, platforms and health statistics, including management of complex data bases and implementation of computer-based information systems.
Desirable\: Proven experience in surveillance of communicable diseases and or AMR would be an asset.

Technical Expertise\:
– Extensive and up-to-date knowledge in statistical analysis using computer applications, and the design, development and implementation of computer based information systems for the management, analysis and presentation of vital and health statistical data. Up-to-date knowledge of health statistic methodologies, state of the art data processing techniques, data imputation methodologies and in-depth use of information systems and statistical software such as SAS ®, SPSS®, spreadsheets, Tableaux ®, R®, Stata ®, and any other related software.
– Demonstrated ability in the design of methods and strategies to produce, analyze data, use and share information with a variety of actors in different environments.
– Technical expertise regarding data models, database design development, data mining and segmentation techniques.
– Ability to analyze technical information and synthesize inputs from multiple sources.
– Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
– Strong written and oral communication skills; including the development of reports, oral presentations, and technical / persuasive documents for consideration at the highest level of the Organization.
Languages\:
Very good knowledge of English or Spanish with working knowledge of the other language.  Knowledge of French and/or Portuguese would be an asset.
 
IT Skills\:
In addition to the above specified statistical packages, demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Outlook and SharePoint.  Other IT skills and knowledge of other software programs such as Visio, Project would be an asset.
