Background
Myanmar has embarked on a major transition towards democracy, market style economy and peace. Myanmar has low middle-income status (LMIC) and is committed to lifting itself out of Least Developed Country (LDC) status within the next seven years. Following the implementation of the first ever UNDP Country Programme during 2013-2017 and as a key development partner of the government of Myanmar, UNDP will implement a new UNDP Country Programme for the period 2018-2022, striving to deliver on a large and relevant programme portfolio that is responsive to the main development challenges facing the country.? The UNDP Country Office in Myanmar is a key interlocutor and advisor to the union government on rule of law, institution building and accountability issues, and expanding its programme at the state, region and township levels in order to ensure stronger institutions at all levels of government as well as broader civic engagement as part of the effort to build and sustain peace. The new UNDP Myanmar Country?Programme?(2018-2022) is being finalized and a new structure to support a more integrated and collaborative way to help Myanmar achieve sustainable development and sustained peace will be implemented. The Country Office has aligned the new office structure with the new CPD and designed new ways of working that will facilitate more collaboration across the office, create the foundations for more sub-national level work and higher delivery, facilitate the transition of the country office from Yangon to Naypyidaw during the upcoming CPD period, and emphasize learning and support to national staff capacity development. The key objective of the Strengthen Accountability and Rule of Law (SARL) Project is is to strengthen institutional frameworks and capacities for accountability, on the supply side, while empowering and engaging citizens in accountability mechanisms, on the demand side, as well as? to improve adherence to rule of law principles thus increasing public trust in government.. The project aims to address more effectively corruption through institutional strengthening of key government institutions; supporting Parliaments, at both Union and State and Regional level, to conduct stronger oversight across government; and supporting increased citizen outreach and empowerment to demand stronger accountability through engagement in mechanisms to hold institutions and service providers to account. The SARL Project will deliver through three outputs focusing on anti-corruption laws, policies and institutional capacities; strengthened oversight and outreach by parliaments; and strengthened rule of law and protection of rights. Citizen engagement and gender will be integrated into the outputs, along with mainstreaming conflict and environment issues. The SARL Project will also support institutional capacity of formal justice sector institutions to provide higher quality, more accessible and responsive legal services to the public and to other government entities, as well as institutional justice sector efforts to coordinate among themselves and development partners in order to address the urgent needs identified at the local and national level, and to leverage resources to provide a cohesive justice sector reform strategy. The Project Analyst works under guidance and matrixed supervision of the Chief Technical Advisor, Rule of Law and SARL Project Manager. The Project Analyst analyzes Rule of Law and Accountability issues and trends and participates in the implementation of technical support to Rule of Law and Accountability at national and sub-national levels in line with the annual work plans. The Project Analyst works in close collaboration with the Country Office Programme unit, Programme Support Unit and other project teams, Government officials, technical advisors and experts, implementing partners, donors, beneficiaries and civil society to support successful implementation of the project. The Project Analyst will be based in Naypyidaw with regular travel to Yangon and the States and Regions. UNDP Myanmar is committed to achieving 50/50 gender balance in its staff.
