Background

Myanmar has embarked on a major transition towards democracy, market style economy and peace. Myanmar has low middle-income status (LMIC) and is committed to lifting itself out of Least Developed Country (LDC) status within the next seven years. Following the implementation of the first ever UNDP Country Programme during 2013-2017 and as a key development partner of the government of Myanmar, UNDP will implement a new UNDP Country Programme for the period 2018-2022, striving to deliver on a large and relevant programme portfolio that is responsive to the main development challenges facing the country. 

The UNDP Country Office in Myanmar is a key interlocutor and advisor to the union government on rule of law, institution building and accountability issues, and expanding its programme at the state, region and township levels in order to ensure stronger institutions at all levels of government as well as broader civic engagement as part of the effort to build and sustain peace.

The new UNDP Myanmar Country Programme (2018-2022) is being finalized and a new structure to support a more integrated and collaborative way to help Myanmar achieve sustainable development and sustained peace will be implemented. The Country Office has aligned the new office structure with the new CPD and designed new ways of working that will facilitate more collaboration across the office, create the foundations for more sub-national level work and higher delivery, facilitate the transition of the country office from Yangon to Naypyidaw during the upcoming CPD period, and emphasize learning and support to national staff capacity development.

The key objective of the Strengthen Accountability and Rule of Law (SARL) Project is to strengthen institutional frameworks and capacities for accountability, on the supply side, while empowering and engaging citizens in accountability mechanisms, on the demand side, as well as  to improve adherence to rule of law principles thus increasing public trust in government. The project aims to address more effectively corruption through institutional strengthening of key government institutions; supporting Parliaments, at both Union and State and Regional level, to conduct stronger oversight across government; and supporting increased citizen outreach and empowerment to demand stronger accountability through engagement in mechanisms to hold institutions and service providers to account.

The SARL Project will deliver through three outputs focusing on anti-corruption laws, policies and institutional capacities; strengthened oversight and outreach by parliaments; and strengthened rule of law and protection of rights. Citizen engagement and gender will be integrated into the outputs, along with mainstreaming conflict and environment issues.

The SARL Project will also support institutional capacity of formal justice sector institutions to provide higher quality, more accessible and responsive legal services to the public and to other government entities, as well as institutional justice sector efforts to coordinate among themselves and development partners in order to address the urgent needs identified at the local and national level, and to leverage resources to provide a cohesive justice sector reform strategy.

The Project Analyst works under guidance and matrixed supervision of the Chief Technical Advisor, Rule of Law and SARL Project Manager. The Project Analyst analyzes Rule of Law and Accountability issues and trends and participates in the implementation of technical support to Rule of Law and Accountability at national and sub-national levels in line with the annual work plans.

The Project Analyst works in close collaboration with the Country Office Programme unit, Programme Support Unit and other project teams, Government officials, technical advisors and experts, implementing partners, donors, beneficiaries and civil society to support successful implementation of the project.

The Project Analyst will be based in Yangon with regular travel to Naypyiday and the States and Regions.

Duties and Responsibilities

Summary of key functions:

1. Ensures implementation of Rule of Law and Accountability support strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the sub-region and preparation of substantive inputs to project documents, plans and activities, as well as on justice policy concerns and formulations, problems and solutions.
  • Analysis and synthesis of proposals on the areas for support and interventions within Rule of Law and Accountability support.
  • Liaise with key stakeholders on the development of research materials, options for policy analysis and other technical materials
  • Promote coordination of UNDP national counterparts, information sharing, maintaining networks and providing advice as requested by the Government
  • Support the implementation of justice assessments and research on rule of law and accountability issues both at Union as well as at state/regional level, including preparing terms of reference for the designer, managing the selection process for the designer and printer.
  • Draft high-level correspondence for signature by the Project Manager, the CTA and the Country Director.
  • Coordinate with UNDP field officers and government stakeholders in states and regions in supporting justice sector reform-related initiatives and ensuring proper information sharing and coordination of plans and activities

2. Participates in effective management of the project within Rule of Law and Accountability support activities focusing on quality control from activity formulation to implementation achieving the following results:

  • Design and formulation of project activities within the area of responsibility, translating project priorities into local interventions.
  • Implement technical advice and support the day-to-day operational management of the project in line with the annual work in area of responsibility including curriculum development, trainings, workshops, seminars, conferences, design of interventions, and managing other technical cooperation partners involved in project implementation.
  • Participates in design of monitoring tools and analysis of monitoring results to ensure achieving successful results of technical assistance and contribute to identification of operational and financial problems, development of solutions in area of responsibility.
  • Participation in project audit and evaluation.
  • Provides effective supervisory role to national/international consultants working on specific activity results- if applicable.
  • Preparation of inputs for reporting, including donor reporting and support the preparation of regular progress reports to be submitted to the CTA and the Project Manager.

   3.   Supports creation of strategic partnerships focusing on achievement of the following results:

  • Analysis and research of information on donors, counterparts and implementing partners, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new project activities, active contribution to the overall project effort to mobilize resources.
  • Under the guidance of the Project Manager, draft timely and high-quality background papers, briefing notes, talking points, analysis, and other substantive information for the CTA and as requested by UNDP Senior Management on relevant rule of law issues.
  • Establish relevant networks and excellent relations with all international and national partners working in rule of law and support the UNDP-led monthly rule of law coordination meeting in Yangon, including serving as chair
  • Support actions to ensure long-term sustainability of UNDP’s support to Rule of Law and Accountability including identification of national partners to implement and support aspects of Rule of Law and Accountability work at the national level and building capacity of national partners including transition plans.
  • Analysis of Myanmar laws, legal procedures, and national government processes and protocols and provide inputs for translation as requested

       4.   Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to project goals, including keeping abreast of good practices in other countries and identifies learning points for Myanmar.
  • Sound contributions to UNDP knowledge networks and communities of practice.

  • Documents the processes taken during the provision of technical assistance and lessons learned so that the know-how can remain within government institutions.

Required Skills and Experience

Education:

Master’s or Bachelor Degree in Law, Public Administration/Policy, International Relations, Political Science, Development Studies, or other relevant discipline.

Experience:

  • Minimum of 5 years with Bachelor degree or 3 years with Master’s degree of experience in project development and management.
  • Solid knowledge in the area of democratic governance, rule of law, accountability and access to justice.
  • Solid project management experience and knowledge of principles and best practices.
  • Computer literacy – MS office applications, web-based management information systems.

Fluency in English and Myanmar
