Background

The United Nations Office on Drugs and Crime is the UN main agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard.

The UNODC Regional Office for South Asia is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Its Regional Programme for South Asia ”Promoting the rule of Law and countering drugs and crime in South Asia (2013-2015)” has five sub-programmes relating to (1) countering transnational organized crime, (2) countering corruption, (3) terrorism prevention, (4) promoting efficient, fair and humane justice systems and (5) drug use prevention and treatment and HIV.

As part of sub-programme 1 of the Regional Programme, the Office is implementing a national project titled “Enhance Government and Civil Society Responses to Counter Trafficking in Persons in Bhutan (BHUZ13)”.

Under the overall guidance of the National Project Coordinator, the Monitoring and Evaluation (M&E) Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the National Project Coordinator in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the Management Information System (MIS) of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.

The M&E Officer works in close collaboration with work closely with project team and Government officials, private sector, non-government and civil society organizations. 

Duties and Responsibilities

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Develop and strengthen monitoring, inspection and evaluation procedures.
  • Monitor all project activities, expenditures and progress towards achieving the project output.
  • Recommend further improvement of the logical frame work.
  • Develop monitoring and impact indicator for the project success.
  • Monitor and evaluate overall progress on achievement of results.
  • Monitor the sustainability of the project's results.
  • Provide feedback to the National Project Coordinator on project strategies and activities.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the National Project Coordinator.
  • Conduct capacity assessment on existing monitoring and evaluation system Provide inputs, information and statistics for quarterly, annual and other reports to the Donor.
  • Participate in annual project reviews and planning workshops and assist the National Project Coordinator in preparing relevant reports.
  • Support monitoring and evaluation of the effects and impact of the project.
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS.
  • Assist the project personnel with M&E tools and in supporting them in their use.
  • Review and identify gaps in current recording and reporting mechanism for trafficking cases in relevant agencies such as the police, judiciary and NGOs dealing with trafficking system.
  • Develop and facilitate implementation of a standard recording and reporting of cases of trafficking in persons.
  • Perform other duties as required.

Required Skills and Experience

Education:

  • University Degree preferably in Business Administration, Economics or related field.

Experience:

  • At least 5 years of experience in the design and implementation of M&E/MIS for trafficking in person programs or in development projects implemented by national/international NGOs/UN bodies/ Government.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.

Language Requirements:

  • Fluency in written and spoken English and Dzongkha.
