Background:

NRC is operating in Iraq since 2010 to respond to the needs of the most vulnerable people affected by on-going conflict in the region. It has its country office in Erbil, KR-I and has area offices in Baghdad, Dohuk, Erbil, Kirkuk and Hamam-Al-Alil. 

NRC national program strategy for 2016 takes a whole of Iraq approach focusing on CCCM, WASH, Shelter, Education, Emergency Cash modalities, Housing and Land Property (HLP) and Information Counselling and Legal Assistance (ICLA). In 2016, NRC will continue to consolidate operations in the Kurdistan Region of Iraq (KR-I) by providing care and maintenance facilities in IDPs camps, strengthening the relevant government authorities and building systems more at community levels as opposed to household level for successful exit, while also considerably scaling up operations in the South-Central regions of Iraq (with focus on the Anbar and Baghdad Governorates). A further priority will be to reach populations in harder to access areas through working with implementing national partners, established community network contacts and UN-led Rapid Response Mechanisms (RRM). Target caseload will be people affected by displacement including IDPs in camps, IDPs outside of camps, host communities, returnees and refugees. 

 

Overview:

The purpose of Procurement Officer position is to implement day to day procurement activities in Erbil and Mosul. The main duty of Procurement Officer is specific procurements tasks. Procurement Officer will be reporting to Logistics Coordinator. The position will be based in Mosul and Erbil.

 

Ideal Candidate Profile:

A university degree with minimum (3) three years work experience in logistics/procurement position in humanitarian/recovery context is required. Ideally the candidate should be able to use MS Word, Excel, PowerPoint and Outlook. S/he should Fluently writ and speak Kurdish, Arabic and English.

 

Key Job Tasks and Responsibilities:

  • Ensure copies of Purchase Orders (PO’s) are submitted or shared with the Warehouse Assistant for all incoming goods and material so that they can prepare for storage.
  • Ensure that all procurement processes are in compliance with Logistics Handbook, other NRC policies and door requirements.
  • Register and/or prepare requisitions, quotations and purchase orders.
  • Liaise with suppliers to ensure prompt and accurate delivery of goods, services and equipment.
  • Receive supplies and ensure that they are in good condition and accompanied with correct documents.
  • Scan contracts and logistics related documents and file or update the logistics folder under share drive.
  • Update vendor list and market prices.
  • Update the procurement report on day basis and submit to Procurement Officer for review.
  • Liaise with Field Office to ensure all procurements are done timely and efficiently.

The post will be for (1) one-month contract duration with possibility of extension- subject to funds and satisfactory performance. 

Salary: 5/1 according to NRC-Iraq's salary scale.
