Senior Associate, Senegal Renewable Energy & EE Project Coordinator

Reporting to the Senior Officer/Country Representative, the Senior Associate Project Coordinator will ensure the timely and quality day-to-day coordination, technical inputs, monitoring and reporting related to the implementation of the project.

PURPOSE

To provide the technical inputs and coordination in the design and implementation of the demonstration phase for the two-year GGGI Green City Development project on the Diamniadio green city development through Eco-Innovation in Renewable Energy and Energy Efficiency Initiatives  

ENGAGEMENT 

  • Coordinate the development and implementation of the demonstration phase of the project;
  • Ensure overall monitoring of all approved work plan activities for the demonstration phase and producing timely and quality progress reports as per the expectations.  

 

DELIVERY

  • Ensure effective implementation of the demonstration phase according to the selected options from the detailed feasibility studies;
  • Coordinating activities and exchange information with the Project Coordinator, to contribute to the achievement of overall project objectives
  • Contribute to the monthly, quarterly and annual reports and any other required reporting according to GGGI procedures.
  • Ensure positive relationships with stakeholders, donor and other partners;
  • Ensure timely and quality reporting to donors including: start-up workplans/detailed project implementation plans, baseline reports, annual workplans, progress reports, etc.;
  • Organize periodic evaluations of projects as necessary;
  • Works with the Country Office Team and other colleagues to standardize and further strengthen Program Compliance monitoring systems and tools across the project;
  • Participate in and/or take the lead in key project workshops and meetings as required;
  • Contribute to the preparation of the annual evaluations and the end of project audit;
  • Participate and report on relevant meetings and assist in information sharing between GGGI and the key stakeholders. 

 

Qualifications and Competencies of Successful Candidate 

QUALIFICATIONS 

  • University degree in Civil Engineering, Mechanical Engineering, Development Studies, or Community Development preferably with specialization in an area pertaining to renewable energy and/or energy efficiency
  • Minimum of 5 years of professional work experience in urban sanitation system development; strategy development and practical sanitation services experience, preferably in an international setting.
  • Proven track record in international development project management including participatory planning, report writing and financial management
  • Strong experience in participatory processes and community-based work
  • Exceptional skills in building and maintaining productive working relationships with colleagues, field offices, stakeholders, donors and other partners
  • Strategic thinker and solutions oriented with good ability to multitask and work in a matrix environment
  • Good knowledge in monitoring and evaluation systems within a performance-based management context.
  • Strong interpersonal skills to work effectively in a collegial manner in a team based context
  • Excellent computer skills using Microsoft Office (Word, Excel and Power Point), Database, MS Project, etc., and internet use
  • Ability to review, synthesize information and produce high quality donor reports
  • Ability to establish priorities in a time-sensitive environment, and meet deadlines with strong attention to detail
  • Familiarity with Green Growth and Senegal context with experiences dealing with government counterparts
  • Excellent communication, presentation and writing skills.
  • An excellent command of spoken and written French and English.

Senegal has been a member of GGGI since November 2014. Senegal’s principal strategic focus in the coming 5-10 years is the successful implementation of policies to sustain strong macroeconomic growth and catalyze structural changes that targets poverty reduction and social inclusion. The Government of Senegal (GoS) recognized the need for change and adopted a very ambitious development strategy called “Plan Senegal Emergent” (PSE), the economic growth roadmap that ambitions to make Senegal an emerging country by 2035. The GoS, as outline in its NDCs, is increasingly aware that green growth approaches are essential to integrate within its economic growth strategies.  GGGI plans to support this initiative.  Taking stock from 2016 planned deliverables, the interventions in the 2017-2018 biennium program period will support the efforts in a number of strategic areas including Green Cities Development. Building on GGGI’s lessons learned in other countries, and based from the current development priorities of the GoS as well as some of the ongoing green city initiatives of key development partners in the country, GGGI will accompany the Government of Senegal in the implementation of Green Secondary City Guidelines, starting with three pilot cities in 2017.
