Position Title:              MEAL Officer

Reports to:                 Area Manager and MEAL Coordinator (technical line management)

Location:                   Based in Aden with travel to DRC Yemen field sites

 

BACKGROUND

The Danish Refugee Council (DRC) is a private, independent, non-government organization working with refugees, asylum seekers and other migrants. DRC Yemen operates within a broader regional context including the Horn of Africa.

PURPOSE

Under the overall guidance of the M&E Coordinator, the M&E Officer will contribute to the development and implementation of DRC Yemen’s M&E framework, with particular focus on tracking project progress towards planned targets, supporting corrective action where needed, and promoting the dissemination of lessons learnt.  S/he will be responsible for designing and implementing the M&E activities; assisting the project staff in preparing periodic reports on project progress; developing and maintaining the country MIS; and will be responsible for the collection & analysis of different data in relation to the project activities. Besides receiving and processing feedbacks and complain from beneficiaries and other target groups.  The Monitoring and Evaluation Officer works in close collaboration with the project team and key stakeholders and will report directly to the M&E Coordinator.

Duties and Responsibilities:

  • Collaborate with project staff on appropriate data collection methods, tools, and reporting formats;
  • Enter data into DRC and donor databases and perform data quality checks, providing timely feedback to the M&E Coordinator regarding any uncovered issues;
  • Maintain an efficient data management system, ensuring easy access to M&E reports and data, supporting wide distribution to project staff and stakeholders;
  • Write reports, analyze findings and provide recommendations as required for project planning, performance management, and reporting; 
  • Undertake field-monitoring missions to assess progress of the project implementation using standard monitoring and evaluation tools and methodologies;
  • Organize and conduct M&E trainings for program officers and partners, and promote a learning oriented environment;
  • Ensure that all program staff is aware of the Core humanitarian standard for quality and accountability. Ensure in coordination with AM, Program staff Aden based that CHS are applied during all the project cycle.
  • Participate in periodic review and planning meetings, generating minutes and lessons learnt documents; 
  • Support project staff in conducting field assessments and surveys;
  • Assist in the development and review of project log frames, indicators, and targets;
  • Promote the dissemination of lessons learnt ,best practices and promising practices and knowledge sharing;
  • Develop close working relationships with all project participants and stakeholders;
  • Develop PDM (Post monitoring distribution) tools and lead the data collection process. Make the report and discuss the recommendation with AM & Program team.
  • Performs other duties as assigned by Area Manager or M&E Coordinator/Manager
  • Carry out periodic monitoring and technical support visits to partner working areas to assess progress against agreed MEAL system and recommend corrective actions as appropriate.
  • Assist the project teams in strengthening the accountability mechanisms at project level
  • Set-up and manage a complaint and feedback mechanism for the project for

Skills and Experiences:

  • University degree, preferably in computer science or related field;
  • Minimum of 3 years’ experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government;
  • In-depth knowledge on MIS, M&E and development issues
  • Experience in designing tools and strategies for data collection, analysis and production of reports;
  • Proven ICT skills and, especially in the development of efficient information systems using database software; like excel, SPSS. Usage of Mobile data software will be benefit.
  • Expertise in analyzing data using statistical software;
  • Strong training & facilitation skills;
  • Fluency in written and spoken Arabic and English.
