Background


The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. DRC has worked in Yemen since 2008 responding to the protection, Water, Sanitation and Hygiene promotion (WASH) and assistance needs of IDPs, migrants, children and local communities in collaboration with key national and international agencies.

Description

DRC Yemen is seeking an experienced WASH Coordinator to manage Cholera project’s activities in Amant Al-Asimah. Cholera Project Coordinator is critical to DRC humanitarian response to internal displacement and local community in Yemen. It is a key DRC position, with DRC expecting that the post holder with be qualified and possess WASH skills, knowledge and attitude to be immediately effective in the field. These include the active involvement and the full participation by all authorities and community leaders/members, paying special attention to women. The Project Coordinator will report to WASH Sector Manager.

Key Responsibilities

  1. Help WASH Sector Manager to Coordinate and work with government authorities, local government institutions, non-governmental organizations, community-based organizations and local communities in order to ensure the smooth execution of project activities.
  2. Ensure the buy-in and participation of local communities in project activities.
  3. Capacitate and manage project staff and field operations.
  4. Oversee the design and implementation of activities, assessments and other data collection activities.
  5. Supervise technical assessments of local water and sanitation systems to determine WASH options and select best solutions based on technical, cost criteria and community priorities.
  6. Review BoQs and procure technical services in line with DRC contracting procedures.
  7. Monitor/supervise technical interventions to ensure they are implemented according to agreed standards and within budget / take appropriate remedial action if/when these standards are not being met.
  8. Identify and prepare ToRs and contracts for technical consultants, as needed.
  9. With the M&E Officer, develop and implement mechanisms to monitor projects performance, in consultation with local stakeholders, against work plans and project targets.
  10. Manage projects budget, including approval and monthly review of expenditures, ensuring that funds are used for approved purposes and in accordance with DRC requirements.
  11. Ensure that the project is implemented in accordance with DRC and donor policies and procedures.
  12. Participate in coordination meetings and share information with external stakeholders as appropriate.
  13. Prepare regular and ad hoc reports, as needed, and attend DRC regular meetings.
  14. Ensure staff compliance with DRC’s Code of Conduct and humanitarian accountability requirements.
  15. Liaise regularly with WASH partners and represent DRC in WASH local meetings.
Qualifications: 
•    University degree in Public Health Engineering (Water & Sanitation) or similar discipline. 
•    At least 3 years of direct experience in similar positions. 
•    Solid planning, budgeting, reporting, M&E and computer skills. 
•    Solid staff management skills. 
•    Excellent social/diplomacy skills. 
•    Demonstrated ability to lead a multi-disciplinary team. 
•    Self-motivated and able to work with a minimum of guidance. 
•    Excellent English spoken & written skills. 
•    INGO experience preferred. 
•    Originally from /or/ willingness to live in Amant Al-Asimah.
