The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Norwegian Refugee Council (NRC) has been working in Afghanistan since 2003, assisting Afghan IDPs and Refugee Returnees with Information, Counselling and Legal Aid (ICLA), Emergency NFI/ Temporary Shelter Response, Water, Sanitation and hygiene, Food Security and Livelihoods, Camp Management and Education. The Afghanistan programme employs approximately 20 international staff and over 1,100 national staff with a budget in the region of NOK 206 million with operations in 5 areas of the country. 

 

About the position

The purpose of the Shelter Adviser is to provide technical support and programme development and quality management on a focused sub-sector of shelter programming. The Shelter Adviser is line managed by the Shelter Specialist.

In general terms the responsibilites include:

  1. Develop Shelter technical SOPs and guidelines
  2. Compliance and adherence to NRC policies, Shelter tools, handbooks and guidelines
  3. Responsible for development of project proposal, project budgets and donor reports
  4. Ensure capacity building of project staff and transfer key skills
  5. Liaison and collaborate with relevant local and national authorities and stakeholders and represent NRC in relevant forums, cluster, working groups.
  6. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities

  • Develop ‘Cash-for-Rent’ (CFR) Standard Operating Procedures, technical guidelines, and training documents
  • Develop ‘Occupancy Free-of-Charge’ (OFC) Standard Operating Procedures, technical guidelines, and training documents
  • Skills transfer and mentoring of CFR and OFC materials
  • Coordinate and deliver CFR needs assessments for Jalalabad, Kabul, and Mazar-e Sharif
  • Consider programme integration of CFR and OFC activities with other Core Competencies, in line with NRC Afghanistan Integrated Programming initiatives
  • Ensure adequate programme documentation and filing checklists
  • Facilitate After Action Reviews (AAR) of all CFR projects
  • Lead development of CFR and OFC concept note and project proposal development

 

Our ideal candidate

We are looking for a person with a minimum of three years of experience from a senior level project implementation position in a humanitarian/recovery context, and experience from working in complex and volatile contexts. The preferred candidate is a professional with technical Shelter and HLP (Housing, land and property) expertise, as well as knowledge with Cash-for-Rent and Occupancy Free-of-Charge programming. Fluency in English, both written and verbal is a requirement.

We offer

  • Commencement: January 2018
  • Contract period: 3 months
  • Salary/benefits: According to NRC’s international general directions
  • Duty station: The position will be based in Jalalabad Field Office, with 50% travel to other parts of the country. This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.
  • Due to the unstable security situation, recreational and social facilities are limited.
  • All international staff working and residing in Afghanistan are obliged to pay income tax to the Afghanistan authorities.
  • Approved health certificate will be requested before contract start.
  • Selected candidate need to provide certified University diplomas prior to applying for visa to Afghanistan
