Monitoring and Evaluation Officer

The national UN volunteer (BIH national or person holding a valid working permit issued in BIH is eligible to apply)  will be based in the Child Rights Monitoring (CRM)/Monitoring and Evaluation Unit of UNICEF’s Bosnia and Herzegovina Country Office. The UN Volunteer will help UNICEF BiH in managing the internal monitoring and evaluation framework for the UNICEF BiH Country Programme 2015-19. The UN Volunteer will work with all UNICEF’s sections, including CRM/M&E, Social Protection and Inclusion; Child Protection; Education and Child Wellbeing. The UN Volunteer will also collaborate with the other UN Country Team Agencies in the reporting processes of United Nations Development Assistance Framework (UNDAF).

Conditions of Service for national UN volunteers:
 
A 12-month contract with subsequent contract extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.
 
Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event duty station is not within commuting distance from the place of recruitment. A Volunteer Living Allowance (VLA) of 1,699.00BAM is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service.
 
Living Conditions:
 
The UN designated state of alert for Bosnia and Herzegovina is Security Level 1 which is minimal and lowest security level in the Security Level System for the entire country, including the capital of Sarajevo.
 
The situation in Bosnia and Herzegovina (BiH) is generally quiet; all international agencies consider threats to their staff to be low at this time. However, BiH has the same problems as much of Europe, from pickpockets to traffic accidents, so please make sure you exercise appropriate personal security awareness and common sense.
 
Bosnia and Herzegovina is a country with the largest mine contamination problem. Over 670.000 mines and 650.000 unexploded ordinances on 10.000 locations estimated. Contaminated area estimated is over 2.000 km2 which is more than 4 % of the total territory of Bosnia and Herzegovina. Under the direct supervision of Child Rights Monitoring/M&E Specialist the UN Volunteer will undertake the following tasks:

• Coordinate internal UNICEF’s M&E tasks, such as data collection and review for the Country Office Annual Report and Mid-Year Reviews;
• Contribute to UNDAF Reporting Processing by collecting, reviewing and sharing data as agreed internally with UNICEF;
• Manage UNICEF BiH inputs to UNICEF’s M&E databases (enter evaluation reports, and all Monitoring and Evaluation (M&E) data in the UNICEF database and will update information regularly);
• Review various programmes/projects M&E matrices;
• Prepare and/or update tables, analysis, infographics, fact sheets and maps for the needs of UNICEF BiH;
• Provide assistance in creating, updating, and modernizing the internal UNICEF M&E system and to contribute with new ideas to improve the M&E system;
• Provide expertise in data and methodology to planning and implementation of UNICEF’s key researches and studies;
• Provide support to drafting of the key analytical and media related documents;
• Providing technical support for monitoring child rights in BiH, including child rights data analysis and drafting of the relevant analytical documents, with SDGs/UNDAF/UNICEF CPD as the guiding frameworks;
• Providing assistance for assessing data gaps, data collection systems in governmental institu-tions and providing ideas for possible solutions/upgrades of the governmental data collection systems, in support of SDGs roll out and SDGs monitoring in BiH.

• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Education:

• University degree in Social Sciences, Economics, Psychology or other relevant field from an accredited academic institution. Advanced University degree is an asset.

Experience:

• At least 2 years of progressively responsible experience (paid or voluntary) related to monitoring and evaluation at national or international level;
• Good knowledge of international standards related to child rights;
• Strong knowledge of statistics, in theory and practice;
• Strong communications skills;
• Demonstrated ability in communicating with various audiences in local language and in Eng-lish;
• Experience in working with different stakeholders, such as the government institutions, civil society organizations, etc.;
• Advanced knowledge of Microsoft Office software package (MS Word, Excel, Spreadsheet, Internet etc.);
• Knowledge and experience in volunteering, and willingness to learn about volunteering.
