Department Overview

Pact exists to help create a world where those who are poor and marginalized exercise their voice, build their own solutions, and take ownership of their future. The Agreement Management department contributes to realizing this purpose by:

  • Supporting Pact’s vision and mission by providing innovative solutions within a compliance-oriented perspective.
  • Providing timely and accurate risk mitigation-focused support to the organization, with a special emphasis on successful program implementation throughout the business lifecycle for every activity, from pre-positioning, proposal development, prime award negotiation, and implementation through closeout.
  • Building internal capacity and champion effective knowledge management within our global community of grants and contracts practitioners.

Position Purpose

The Grants and Contracts Officer (GCO) provides cradle to grave grant, contracts, cooperative agreement, and sub award support throughout the business lifecycle of awards to international programs ensuring compliance with general donor regulations, grant and contract specific requirements and Pact’s policies and procedures. The GCO also provides general cross-departmental support to the department, working closely with other GCO colleagues and members of the program team and country offices.

Key Responsibilities

  • Conduct initial review of solicitations and communicate concerns to business development staff, technical team, and others. The initial review would include interpreting regulations, clarifying compliance issues, and identifying possible business risks.
  • Perform due diligence on potential Pact partners including vetting parties for terrorism and debarment.
  • Review and negotiate prime award including evaluation of terms and conditions for business risks, soliciting and incorporation of feedback from other departments into the negotiation process, and communications with the funder.
  • Provide award start-up support including preparing documentation for new award orientations with extended members of the team, reviewing workplans, serving as start-up grants manager, writing project-specific deliverables such as grants manuals, etc.
  • Manage prime award records including assigning project numbers, performing initial award entry and modifications thereto in financial system, issuing notifications of awards and modifications, and collecting and maintain official documentation for files.
  • Ensure timely compliance reporting, including VAT reports, FFATA, etc.
  • Assist in closeouts, including final disposition of property and subaward closeout.
  • Review documentation and terms and conditions of assigned subawards and procurements; verify completeness and sufficient funding.
  • Assist with the maintenance and control of department templates.
  • Develop funder correspondence to request approvals, waivers, funding notifications, modification requests, etc.
  • Assist the AM team with event planning of Global Finance & Grants conference, design, maintenance, and oversight of AM’s intranet spaces, and development of AM training modules.
  • Work closely with country offices providing guidance on solicitations, interpretation of agreements, subgrant programs, and various funder regulations
  • Work with other departments such as Finance Operations, Accounting and Treasury Management, Program Delivery, and Risk Improvement to support issues resolution.
  • Serve as department resource for various site registrations, password maintenance.
  • Work closely with staff who are working from various country offices by interpreting terms and conditions in prime awards, supporting staff in negotiation of agreements such as leases, and overall support to subgrant and procurement process questions.
  • Coordinate with Financial Planning and Analysis by providing compliance and regulatory input on budgets and budget notes.

  • Basic Requirements

Technical Skills

  • Four years of cradle to grave working experience with US Federal (USAID/OFDA, BPRM, DHHS/CDC), European (ECHO, DFID) and United Nations (UNHCR, UNICEF, UNOCHA, UNFPA) donor grants/contracts.
  • Working knowledge of 2 CFR 200, FAR, AIDAR, and DHHS/CDC Grants Policy Statement.
  • Working knowledge of regulations applicable to award management, compliance and risk mitigation with the ability to communicate them effectively to a wide audience
  • Sufficient budgeting skills for aid in the efficient review of a prime or subaward

  • Ability to travel outside of the United States. It is anticipated that the GCO would travel two to three times per year

  • Attention to detail is critical to this position

Required Qualifications

  • Bachelor’s Degree from an Accredited University
  • Experience in administering federal grants and contracts throughout the grant and contract lifecycle
  • International NGO experience

  • Preferred Qualifications

  • Experience with managing the assessment of subrecipient’s organizational capacity, including but not limited to the technical and financial capacity, internal controls, risk analysis and establish risk mitigation plans.

  • Experience with developing subaward agreements, modifications and closeouts in compliance with donor regulations.

  • Experience assisting with preparation for external audits, and assist in addressing internal and/or external audit queries.

  • Fluent or proficient in another Pact language such as French or Spanish
