The humanitarian situation for Rohingya refugees in Cox’s Bazar, Bangladesh became dire for the highest influx of refugees to one area in last century. The number of new refugees, (arriving daily, since 25th August 2017) of which 58 percent are children and 60 percent are women, has reached to 1.2 million, including 720,000 children. UNICEF declared Cox’s Baazar as Level 3 Emergency response since September 2017 and a five year organization structure is established with a large number of staff to manage the emergency.

In support of the Level-3 emergency in Cox’s Bazaar and over all HR needs for the Bangladesh office, the Human Resources Specialist will assist the Country Office human resources’ needs in the recruitment and immediate deployment of all human resources of UNICEF Bangladesh, providing support to the CO to manage sustainable fast track recruitment and deployment of high caliber of staff and employee performance for the effective implementation of the emergency response.

How can you make a difference? 

  • Manage and supervise to ensure effective regular human resources (HR) management in the office.

 

  • Support the HR functions by assisting HR manager in office with emergency recruitment functions.

 

  • Support HR Manager by heading specific aspects of recruitment of L-3 emergency, including, but not limited to, testing, interviewing, contacting candidates, and other aspects of recruitment.

 

  • Liaise as necessary between regional office and the head quarters sourcing and contacting candidates for surge capacity, including tracking of surge deployments.

 

  •  Provide technical inputs before selection of candidates for emergency assignment in Cox’s Bazaar and other duty stations in Bangladesh.

 

  •  Provide technically accurate and sound recommendations on interpretation and implementation of HR policy and procedures, and optimal utilization of UNICEF’s resources, in compliance with rules and regulations.

 

  • Provide technical inputs to the development of human resources policies, systems and procedures as and when required.

 

  •  Plan and conduct HR training activities, if required, for staff’s competency building, staff development, learning and career development. Provide coaching to the staff on performance enhancement/development, if required.

Qualifications of a Successful candidate

  • Advanced University degree or equivalent backgrounds in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas. **A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree**
  • 5 Years of progressive responsible experience at national and international levels in Emergency. Of these minimum 2 years with the UN.
  • English Languages required. Knowledge of  other  UN languages an asset.
