OBJECTIVES OF THE PROGRAMME

The Administrative Services Unit is responsible for providing operational and administrative support to all Regional staff in the areas of travel and meeting management, registry and logistic services, staff security and safety, building and grounds maintenance, and other related services.The Premises Operations, Maintenance and Cafeteria Team (PMC) ensures a smooth operations of the offices by providing and/or supervising the regular and preventive maintenance to the premises with maintenance plan/schedule followed and updated, supervision and management of related contractual services for cleanliness, safety and functionality of the premises as well as good maintenance of WHO garden, lawn and fish ponds.


DESCRIPTION OF DUTIES

Under the general supervision of Technical Assistant and guidance of the Administrative Services Officer (ASO), the incumbent will perform the following duties\:

(1) Oversees the electromechanical operations of all the air-conditioning units, electrical equipment, security equipment, fire alarm system, water and drainage system in the WHO Western Pacific Regional Office (WPRO) and WHO Country Office, Philippines;

a. Provides guidance, comments and advice in the preparation and execution of plans and contracts related to electrical, air-conditioning and other related machinery in the Regional Office; and

b. Conducts regular inspections, controls the condition of electrical and air-conditioning equipment and installations in the premises.

(2) Plans and carries out preventive maintenance and repair works of all equipment and machines in WPRO\:

a. Liaises with major utility companies and service providers/contractors as and when required;

b. Arranges the Preventive Maintenance contracts agreement with the service providers; and 

c. Ensures maintenance programmes are established, monitored and on schedule.

(3) Recommends and implements quality measures and standards for energy conservation and conducts quality control on its implementing procedures\:

a. Maintains and updates appropriate records such as schedules, charts, tickerboards, logbooks, cards, etc.

(4) Provides guidance to contractual workers within the areas of responsibility\:

a. Supervises the housekeeping electrical and maintenance teams (de facto service staff) in the servicing and repair of equipment and machines;

b. Verifies work accomplishments, attendance, overtime and leave; and

c. Maintains a record of work schedules to ensure completion of assignments.

(5) Prepares list of requisition of materials for replenishments of spare parts, supplies and equipment; provides complete specification of the items and prepares the justification/adjudication report;

(6) Provides back-up to other team members during their absences; and

(7) Performs other duties as and when required.


REQUIRED QUALIFICATIONS

Education

Essential\: Equivalent to graduation from secondary school with additional training on electromechanics.
Desirable\: Additional training on electromechanics.

Experience

Essential\: Minimum three (3) years relevant experience in engineering works, preventive maintenance of building equipment and infrastructure.
Desirable\: Experience in overseeing the preventive maintenance of building infrastructure.

Skills

Ability to work under minimal supervision. Thorough knowledge on electromechanical, plumbing and sanitation, water supply and fire system, fire and building code building/infrastructure maintenance. Knowledge with the use and maintenance of various operational equipment and machines. Knowledge of office procedures and ability to acquire knowledge, understand and apply WHO policies, rules and regulations. Good interpersonal and communication skills, tact, diplomacy and good judgement. Ability to analyse and interpret source documentation and data. Ability to draft correspondence with typing skill. Ability to discern routine from non-routine. Good computer skills and ability to adapt to various software applications. Ability to work harmoniously as a member of a team, adapt to diverse educational and cultural backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at PHP 446,606 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
