Purpose of the post

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence.

The ICRC defines Economic Security as the status of an individual, household or community that is able to cover its life and livelihoods obligatory expenditures in a sustainable manner, consistent with its environment, culture and customs. Within its global Economic Security approach in conflict affected countries, the ICRC implements Relief, Livelihood and Rehabilitation Programs in order to improve, restore or maintain food and economic security at household level. To achieve this objective Economic Security uses a combination of different interventions, such as cash and voucher programs, microeconomic initiatives, agricultural and livestock programs, and relief items distributions.

The role of the Economic Security (EcoSec) Analyst is to serve as the lead on data and analysis in the EcoSec Unit, coordinating all related activities as a service. Additionally s/he is the focal point for the development and maintenance of global-level information products, content management and community of practice tools, and software and technology used by the Unit.

S/he is an expert in information generation and management in the humanitarian field, and strong in all aspects of data collection, data management, analysis and reporting and has thorough knowledge of content management systems. S/he is expected to use a client-oriented approach, and coordinate and collaborate with all Departments/Units of the ICRC for cross-cutting projects and/or which their area expertise may be concerned as well as other organizations.

S/he does frequent missions in operational delegations anywhere EcoSec is present.

Main duties and responsibilities

  • Supports the Unit in global/regional analysis and information synthesis during emergencies or for specific themes such as macroeconomics, population movement, remittance trends, etc.
  • Serves as focal point for all aspects content management and communities of practice including maintenance and enhancements to the EcoSec Resource Centre, the Community of Practice and the coherent use of institutional content management tools in the field;
  • Develops and manage the maintenance of reporting tools, templates and key information products (briefs, information graphics);
  • Serves as the focal point for all data collection, management and analysis software and technologies used and tested in the field;
  • In coordination with relevant colleagues, facilitates the link between operational data and institutional data and data management tools;
  • In collaboration with the regional Data and Analysis Specialists, develops and maintains guidance, tools and templates for field users;
  • In collaboration with Regional Data and Analysis Specialist and EcoSec Advanced Trainers, provides support to identifying appropriate trainings for staff in the field;
  • Serves as the lead for the annual data and analysis workshop and prioritization of attendance in other internal and external trainings and workshops;
  • Maintains relationships with key internal and external stakeholders;
  • Works closely with other ICRC departments to ensure coherent approach;
  • Scouts and tests new tools/technologies, data collection and analysis methods, and reporting styles relevant to EcoSec;
  • Maintains EcoSec Data and Analysis strategy and operational planning;
  • Serves as the lead for all staff working to fulfill its objectives including the Regional Data and Analysis Specialists and the Database Specialist;
  • Supports the Unit in the identification of relevant information management partnerships within the Movement
  • Participate in internal/external workshops and seminars, and EcoSec-related forums
  • Promote the principles of the Red Cross and of international humanitarian law;
  • As a representative of the ICRC, maintain contact and negotiate with government authorities – civilian and military – in order to carry out the work as effectively as possible.

Education and experience required

  • Advanced university degree (Master-level or above) in a social science or in a technical domain related to information management (e.g. content management, statistics, data science, GIS);
  • A minimum of 5 years of practical field and hands-on experience in information management for relief and/or livelihood interventions in a humanitarian context;
  • Experience with the Red Cross Red Crescent Movement, an asset;
  • Proven experience working with content management systems and websites, as well as database management systems;
  • Experience and solid understanding of assessment, monitoring and evaluation concepts and methods used in humanitarian emergencies, particularly armed conflict and other situations of violence, and humanitarian interventions;
  • Excellent command of English and second language (Arabic, French or Russian) is desired.

Desired profile and skills

  • Strongly motivated by humanitarian work;
  • Knowledge of key indicators used in monitoring humanitarian situations and populations directly and indirectly affected by armed conflict and other situations of violence and humanitarian interventions;
  • Demonstrated ability to collect and manipulate data and information from different sources (including primary and secondary) and in different formats and scales;
  • Demonstrated ability to produce high quality visuals and reports adapted to both technical and non-technical audiences and capturing key messages;
  • Advanced skills in word processing and spreadsheet software; and awareness of latest techniques and technologies used for information and data management;
  • Strategic mindset and very good organizational and managerial skills;
  • Sound understanding of the project cycle, establishing appropriate (SMART) objectives and indicators is required; as well as planning, reporting skills;
  • Excellent communication and interpersonal skills, including the capacity to work in a multidisciplinary team involving other sectors linked to the economic security, and collaborating with Red Cross and Red Crescent movement' members.
  • Proven experience in conducting trainings for adult audiences at different levels of expertise and strong capacities to manage and coach staff members;
  • Good capacity to analyze and summarize complex situations, as well as to take relevant decisions within a given framework;
  • Excellent ability to work under pressure in a potentially dangerous environment;
  • Ability to represent ICRC in international forum;
  • Open-minded and adaptable, empathic and diplomatic;

    The incumbent will have to travel up to a maximum of 20% of the time.
