9.  Organizational Context/Project:    

Directly under the Ministry of Commerce, The China international Center for Economic and Technical Exchanges (hereafter referred to as CICETE) is a publicinstitution, which was founded on March 12, 1983 with the approval of the State Council. Since its establishment, CICETE has witnessed an extraordinary history of nearly three decades, during which it deems its responsibility to promote economic and technical exchanges between China and the rest of the world and make great contributions to China’s economic and social development.

CICETE's main function, delegated by the Ministry, is to coordinate the cooperation between China and UNDP, UNIDO and UNV including executing their cooperated programs with China, and to implement projects of general goods supply under the China-Aid programme to other developing countries. Meanwhile, we organize conferences, exhibitions and overseas trainings, invite international short-term and long-term consultants, and provide project management service for international organizations, government agencies and enterprises. In addition, we have also been cooperating actively with international Non-Governmental Organizations (NGOs) and enterprises through our subsidiary bodies-China Association for NGO Cooperation, China Association for Promoting UN Procurement, China Association for Trade in Service, and China-Han Technical Development Co. Ltd.

Brief Portfolio Description:

The UNVolunteer will assist in Market Research, Request for Quotation, Invitation of Bid and Singal Source Procurement under the UNDP programme and CICETE own government procurement project, as well asUN Procurement promotion in China:

Procurement under UNDP Programme

Thisprocurement will focus on supportingthe activities and result of UNDP programme through all procurement method indicated in UNDP NEX manual including but not limited to Request for Quotation, Invitation of Bid, Request for Proposal, Singal Source Procurement and so on. Procurement activity is the important part of all activities under UNDP Programme.

Procurement under CICETE Own Government Procurement

Thisprocurement will focus on CICETE own government procurement which is implemented by ourself as direct subsidiary of Ministry of Commerce of China through all procurement method indicated in Government Procurement Law of China and relevant government procurement regulations.

UN Procurement promotion in China

This assignment will focus on the procurement promotion of UN global agencies which implement all procurement activities by themselves and have an intention to enlarge the amount of procurement in China based on the chinesequalified goods in  “best value for money”.

Duties and Responsibilities

10.  Description of tasks:

Under the guidance and direct supervision of theDivision Director ofProcurement and Services Promotion Division of CICETE, the UN Volunteer will work in close collaboration with the team members, Implementation Agencies ( IP ), PMO,and Bidding Agencies. The UN Volunteerwill provide overall support to Market Research, Request for Quotation, Invitation of Bid and Singal Source Procurementaccording to the National Implementing Manual,Government Procurement Law of China and relevant regulations.

Specific tasks includes:

  • Assist in the research of potential suppliers and relevant market;
  • Assistinthe document preparation of Request for Quotation, Invitation of Bid and Singal Singal Source Procurement ;
  • Assist inthe organization of UN Procurement promotion seminars;
  • Support translation and interpretation between Chinese and English;
  • Participate in division activities, e.g., monthly meetings, formulation of division work plans, reporting to divisin director.
  • Complete other tasks assigned by division director.

11.  Results/Expected Output:

The UNV will contribute towards the following programme outputs:

  • Effective support to the procurement management both of China government procurement and UNDP programme procurement;
  • Effective support to the organization of UN procurement promotion activities;
  • Effective support to the communication with UN procurement agencies
 

Competencies

12.  Qualifications/Requirements:

  • Familiar with programme management and procurement, previous experiences of international programme and procurement management would be highly preferred;
  • Strong oral and written communication and presentation skills,
  • Strong relationship building skills with internal and external counterparts;
  • Strong organizational skills;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates openness to change and ability to manage complexities.
  • good computer skills;

Education:

  • Bacheloror higher degree.

Professional experience:

  • At least 1year relevant work experience, preferably at the national or international level in the procurement andproject management;

Language Requirements:

  • Full professional proficiency in English and Chinese, written and oral.

Required Skills and Experience

13.  Living Conditions:

The duty station of the national UN Volunteer is located in Beijing city,  where modest public infrastructure and health services are available.    It is the foremost political and cultural metropolis in China.  The city has excellent health services available.

In general, rent for apartments in central locations is high relative to other regions in China, but quality is good. Beijing is well served by many shopping malls, large supermarket chains and international brands. Buses and subways are the most common form of mass transportation. Metered taxis are widely available and domestic and regional travel by train and airplane is popular.

14.  Conditions of Service for national UN Volunteers

The National UN Volunteer receives a standard volunteer living allowance (VLA), which is intended to cover their accommodation and basic living expenses. In China the VLA is 4,875 RMB per month. The National UN Volunteer is entitled to an excellent health, life and disability insurance package.  A modest Settling-in Grant and end of assignment allowance will also be provided, along with travel to and from the duty station. The National UN Volunteer is entitled to 2.5 days personal leave per month and government official holidays.
